DIRECTOR OF PUBLIC HEALTH
Job Type: Full Time, 35 Hours Per Week, Monday - Thursday
Salary: $38.29 - $47.09 Per Hour
JOB DESCRIPTION
The City of Easthampton is looking for a highly qualified and skilled professional to join our team as the Director of Public. The Director is professional, administrative, and technical in their management and oversight of the city's public health department and its staff members, including community social work, inspectional services, public health nursing, and youth prevention outreach. They promote the city's public health programs; interpret, implement, and enforce public health laws and regulations in accordance with state and federal laws and regulations; and all other related work as required.
ESSENTIAL FUNCTIONS
- Develops, implements, and evaluates preventive and environmental public health programming, including but not limited to nursing services, inspectional services, community social work, youth substance prevention, emergency preparedness, and regulatory oversight of solid waste management.
- Coordinates public health regulatory and planning activities with diverse city boards and officials. Seeks funding opportunities and writes grants as needed.
- Creates, updates, implements, and enforces Board of Health regulations in accordance with M.G.L. Ch. 111 Sec. 31.
- Creates and maintains frequent contact and relationships with state and local health officials, city officials, contractors, engineers, medical establishments, restaurants and other food establishments, local businesses, and the general public.
- Ensures the city's compliance with state laws and regulations. May need to review plans and applications, issue appropriate permits and licenses, and conduct inspections of including Title 5; Wells; Nuisances; Housing inspections with the initiation of legal action and appearing in Housing Court as necessary; Food establishments; body art establishments; tanning establishments; recreational camps for children; and public/semi-public pools and beaches; Communicable diseases and hazardous waste; Animal inspections; Tobacco compliance; and any other areas as required by law.
- Responsible for maintaining public health records and preparing monthly and annual reports; preparing budgets and payroll; schedules and plans all regular and special meetings of the Board of Health; and preparing and recommending regulations for their adoption.
- Prepares and administers the annual Health Department and Healthy Youth Coalition budgets.
- Implements public health and harm reduction programs in conjunction with the public health nurse and community social worker.
- Maintains regular office hours to answer questions for the general public.
- Performs similar or related work as required or as the situation dictates.
KNOWLEDGE, ABILITY, AND SKILLS
Knowledge: Thorough knowledge of the principles and practices of public health administration. Thorough knowledge of the codes and laws relevant to public health conditions. Working knowledge of current inspection and control procedures.
Ability: Ability to plan, coordinate, and direct the activities of technical personnel. Ability to enforce and interpret regulations firmly, tactfully, and impartially. Ability to communicate effectively, orally and in writing.
Skills: Basic computer skills are essential, as well as a working knowledge of MS Word, MS Excel, and related computer programs.
EDUCATION AND EXPERIENCE
Master's degree in Public Health, Environmental Science, or Bachelor's degree in a related field with five years of related work experience; supervisory experience required; additional education or experience in public administration preferred; or any equivalent combination of education and experience.

- MA Motor Vehicle Operators License (required upon hire)
- Registration as an Environmental Health Specialist and Sanitarian or equivalent (within one year of hire)
- Foundations for Local Public Health Practice (“Foundations”) Course Certificate (within one year of hire)
- Certified Health Officer (CHO) (within three years of hire)
- Completed Master's degree in a relevant field of study (within five years of hire)
