Job Description

Are you a creative problem-solver with exceptional networking skills? We invite you to apply for the Network Engineer position in our Information Technology Department. This role offers the opportunity to work with a diverse range of network technologies, including mobile, wireless, and wired systems. Responsibilities include designing, implementing, and supporting computer network infrastructure systems using the most suitable technologies; advancing the network to meet organizational needs while maintaining and updating existing infrastructure with modern technologies and hardware; and more.

Requirements :

  • Minimum of an associate's degree in networking or a related field and two years of relevant work experience OR an equivalent combination of relevant work experience

Relevant work experience should include network design, implementation, analysis, and support in a governmental or business setting

  • Possess or obtain (within 30 days of hire) and maintain a valid driver's license

    JOB DESCRIPTION

    POSITION SCOPE

    Design, implement, and support computer network infrastructure using the most suitable technologies; build out and advance the network to meet organizational requirements while upgrading existing infrastructure with new technologies and hardware; utilize current technologies, including firewalls, filtering, and VPN systems, to manage network security effectively; develop and update network documentation to maintain accurate records of the network's current configuration; monitor network infrastructure to ensure optimal performance and address issues as they arise.

    ESSENTIAL FUNCTIONS

    Possess knowledge of principles and practices of various computer network topologies and technologies; practices and techniques related to the design and implementation of different types of networks, including wired (copper and fiber optic), wireless (Wi-Fi, LTE, cellular); skills in the use of diagnostics tools and troubleshooting methods used in the design and support of complex networks using a wide variety of layer two and layer three technologies.

    Understand and apply principles and practices of various computer network topologies and technologies; design and implement different types of networks, including wired (copper and fiber optic) and wireless (Wi-Fi, LTE, cellular); utilize diagnostic tools and troubleshooting methods to support complex networks, employing a wide variety of layer two and layer three technologies.

    Able to acquire, analyze, and troubleshoot network systems data, identify problems, develop and provide solutions and produce information as needed by departments.

    Establish and maintain cooperative working relationships with other City employees, vendors, and the public.

    Monitor network utilization, detecting operational problems and opportunity for improvements, including troubleshooting issues, capacity planning and testing; providing support and development where needed in a timely and accurate manner.

    Provide network performance reports for management staff when required, outlining network status and performance for troubleshooting purposes or justification for expansion.

    Provide network design services which meet and exceed the needs of the City of Eau Claire.

    Develop detailed implementation plans to accommodate network needs and security; maximize optimization and functionality of network equipment (i.e. Cisco routers, gateways, switches, etc.).

    Develop and evaluate project requirements to generate accurate plans outlining the needs of the project and what existing resources can be used and what needs to be built. Oversee the timely and accurate analysis of company and third-party vendor requirements.

    Ensure a high level of network security by configuring all City network and security equipment according to a high level of operational security standards; making certain software updates are performed in a timely manner on all network infrastructure and security systems to provide up to date protection. Work as part of the IT Security Team to include security in the development of all architectures within the City technology environment.

    Provide prompt, quality support in the resolution of complex technical issues, responding with an appropriate sense of urgency to problems escalating to Network Engineer's level. Coordinate with other IT staff to troubleshoot and determine positive resolutions to issues.

    Provide communication to end users related to scheduled or unscheduled downtimes. Strive to determine and resolve root cause of issues to eliminate repeat occurrences of service interruptions.

    EDUCATION / EXPERIENCE / CERTIFICATIONS

    WORK ENVIRONMENT

    Work is primarily in an office environment but will occasionally need to drive to other City offices, storage, maintenance, and shop facilities, and equipment sites. The employee may need to occasionally work in vehicles and confined equipment spaces and will occasionally lift and / or move up to 50 pounds.

    TECHNICAL AND ENGINEERING EMPLOYEES

    Effective January 1, 2025)

    Benefits listed are for full-time employees. Part-time employee benefits are prorated based on the budgeted hours of the position except for vacation which is prorated based on the number of hours actually worked.

    BENEFITS AVAILABLE IMMEDIATELY UPON EMPLOYMENT

    Paid Holidays

    New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, day after Thanksgiving, Christmas Eve, and Christmas Day.

    Floating Holidays

    Three floating holidays to be taken at the employee's discretion with supervisory approval. Employees hired January 1 - June 30 are entitled to three floating holidays during the first year of hire. Employees hired July 1 - December 31 are entitled to one and one-half floating holidays during the first year. Employees terminating prior to July 1 are entitled to one and one-half floating holidays. Floating holidays not used within the calendar year will be forfeited.

    Sick Leave

    One day per month accruable to 120 days.

    Wisconsin Retirement System

    As required by state law, the City and the employee are each required to contribute into the Wisconsin Retirement System. The total contribution is 13.9% of earnings, with the City and the employee each contributing 6.95%.

    Deferred Compensation Plans

    Available participation in a 457 retirement savings plan offered by the City. Contributions cannot exceed the annual maximum limit allowed by the IRS.

    Roth Plans

    Available participation in the Roth 457 and Roth IRA retirement accounts offered by the City. Contributions cannot exceed the annual maximum limit allowed by the IRS.

    Supplemental Worker's Compensation Pay

    Upon the determination of eligibility, the City shall pay a regular full-time employee who is injured on the job the difference between their regular salary and their worker's compensation payments, as long as the employee is on injury leave, but not to exceed 90 days for the same injury. If an employee receives the full 90 days of injury leave and is still unable to return to work, the City Council may at its' discretion grant an extension of injury leave.

    Life Insurance

    Active Employee Health Insurance

    The City pays 85% of the cost of the health insurance premium for an active regular full-time employee.

    Employee pays 100% of the monthly premium.

    BENEFITS AVAILABLE THE FIRST OF THE MONTH FOLLOWING SIX MONTHS OF SUCCESSFUL CITY SERVICE

    Long-Term Disability Insurance

    City pays 50% of the monthly premium. Employees working 30 hours per week or more are eligible.

    Flexible Spending

    Optional participation in a health care and / or dependent care Section 125 pre-tax reimbursement account, subject to IRS regulations.

    ADDITIONAL BENEFITS

    Educational Assistance & Incentive Pay

    City may pay a portion of tuition per the Educational Assistance Program.

    If hired prior to and receiving incentive pay on December 31, 2023, employees may be eligible for incentive pay at their rate on said date and according to details of the plan for eligible regular full-time employees.

    VACATION SCHEDULE

    The standard vacation accrual schedule for an employee working a 40-hour work week schedule is as follows :

    Non-represented regular full-time and regular part-time employees hired on or after January 1, 2023 shall receive 40 hours vacation on their first day of employment, with the number of hours subject to proration based on hours worked and position vacation accrual schedule. If employment is terminated prior to one year of service, the employee will reimburse the City for any used hours on their final pay check.
