The Public Service Worker- Street & Concrete is responsible for all aspects of new and remodeling concrete construction, including concrete street maintenance, curb and gutter work, and ramp restoration. In addition, the Operator performs other public works duties, including snow removal and general maintenance.
Scope of Impact:
The duties and responsibilities of this job are performed with latitude for independent judgment in accordance with Department and City policies, Federal, State and Local regulations and are based on detailed knowledge of Department operations. Work is subject to periodic review by the supervisor, who provides input on and approval of recommendations, and discusses assignments, priorities, and work.

Streets:
(a) American Traffic Safety Services Association (A TSSA) Supervisor Certificate:
$0.25/hr.
(b) Roads Scholar: Maintenance Operations and Technical Certificate (L TAP): $0.50/hr.
(c) Roads Scholar: Leadership, Supervisory, and Operations Management Certificate:$0.25/hr.

- Performs all aspects of new and remodeling concrete and masonry construction.
- Frames, forms and finishes concrete placement for sidewalks, walls, curbs and gutters, parking ramps, bridges and other roadway areas;
- Demonstrates the ability to set up a safe work zone on low volume roadways;
- Diagnoses , evaluates and estimates construction and repair needs;
- Performs masonry work, including brick and block laying;
- Constructs retaining and sound walls;
- Welds and fabricates frames and forms;
- Researches, evaluates and recommends and/or makes purchases of supplies and materials.
- Performs general carpentry and construction labor.
- Hangs and repairs doors and cabinets;
- Applies paint and stain;
- Installs sheetrock, wall, and ceiling tile.
- Performs general grounds and building maintenance.
- Maintains trees and plantings, including planting, pruning and trimming trees, replacing plants as needed, and maintaining soil and mulch levels;
- Repairs or installs grounds sprinkler and drain tile systems;
- Operates City equipment and vehicles, including but not limited to, snow removal equipment, loaders, graders, rollers, stripers, and sweepers.
The job requires a high school diploma or equivalent and two years of experience in carpentry or concrete work, or equivalent experience, and continuing education sufficient to progress as required under the Career Development Program (CDP). The employee must also possess or obtain a valid Class B Commercial Driver’s License, with endorsements, and must be able to perform pre-trip Department of Transportation (DOT) inspections certification within six months of hire.
Desired Qualifications:
APWA certification, ATSSA Traffic Control Technician certificate and previous municipal experience are desirable.
Knowledge, Skills and Abilities Required for Successful Job Performance:
- Knowledge of multiple trades, including concrete, carpentry, masonry, landscaping, asphalt operations and welding and fabrication, depending on assignment;
- Knowledge of methods of reinforcing concrete and matching to existing concrete construction;
- Knowledge of safety practices when working with concrete and chemicals;
- Knowledge of concrete placement, finishing techniques and preservation/restoration techniques for roadway construction and restoration;
- Knowledge of mathematics sufficient to perform job duties, such as calculating dimensions and cubic volume, mix ratios, etc.;
- Knowledge of and ability to operate work-related vehicles and equipment, in accordance with the CDP;
- Demonstrates the desired standard of conduct and work performance including confidentiality and privacy requirements of the department;
- Verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences, and reading comprehension skills sufficient to read, understand and interpret varied work-related materials;
- Interpersonal skills sufficient to exchange and/or convey information, receive work direction, and maintain effective working relationships.
Physical and Mental Requirements:
The employee is required to lift or push up to 75 pounds on a regular basis, climb ladders, crawl, work while on knees, and must wear personal protective clothing and equipment. Heavy lifting is to be mitigated as much as possible by properly using tools and assistance. Work requires time planning and attention to detail when working with wet concrete.
Working Conditions:
This job is performed primarily in the field, in normal or inclement weather, with occasional exposure to traffic. Work may be dirty, dusty, and may at times require use of eye protection and a respirator or dust mask. Severe burns can result with on-going contact between fresh concrete and skin surfaces, eyes, and clothing, thus requiring the use of protective gear, rubber boots, etc., which can be hot and uncomfortable. There is occasional exposure to hazardous chemicals, sharp tools, and high decibel levels of noise, such as that caused by concrete saws or air hammers. The normal workday is 8 hours, however, each employee may be required to work overtime or respond to after-hours call backs if requested including but not limited to (i.e. significant snow or ice events). Work may at times be on slippery surfaces.
