Education and Experience: Bachelor's Degree or higher in Construction Management, Engineering, Business or Public Administration, Finance, or a related field, and four (4) years of cost estimation, construction administration, budgeting, or related experience.
Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by date of appointment. Certified Cost Estimator/Analyst (CCEA) is preferred.
General Purpose
Under general supervision, manage the preparation of cost estimates and financial planning for city projects, ensuring compliance with regulations and standards.
Typical Duties
Responsible for developing detailed cost estimates for city projects. Involves: Considering materials, labor, equipment, and other expenses. Analyzing historical data and market trends to enhance the accuracy of estimates. Collaborate with project managers and engineers to establish project budgets and timelines, ensuring all expenditures are monitored and cost estimates are updated as necessary. Maintaining comprehensive records of cost estimates and financial documentation, and preparing and presenting detailed cost reports to city officials and stakeholders.
Assist in evaluating bids and proposals from contractors and suppliers. Involves: Providing cost-related input during the procurement process. May oversee, in partnership with project managers, evaluating change order proposals from contractors, and providing cost-related input during the negotiation process during construction. Ensuring compliance with relevant local, state, and federal regulations, by staying informed about industry best practices and integrating them into the estimation process.
Develop cost data to estimate total costs for both current and future projects. Involves: Assist in selecting subcontractors or vendors to keep cost estimates on schedule and ahead of schedule. Consult with construction foremen, vendors, clients, and management personnel to discuss estimates and resolve issues. Perform onsite investigations during the course of a project and make adjustments to project budgets. Recommend ways to reduce costs in the areas of labor and materials. Track actual costs as a project develops and assess cost-effectiveness. Establish reporting and monitoring procedures and systems in order to streamline the process.
Supervise assigned staff. Involves: Schedule, assign, instruct, guide, and check work. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
