Education and Experience : Bachelor's degree or higher in Education, Training, Adult Learning, Instructional Design, Leadership Development, Organizational Development, Business or Public Administration or related field, and two (2) years of professional experience as it relates to learning performance delivery, design, and program management and / or performance management.
Licenses and Certificates : Texas Class "C" Driver's License or equivalent from another state. Associate Professional in Talent Development (APTD), eLearning Design, 70-20-10, or Lean Six Sigma Green Belt certification within one (1) year of appointment.
General Purpose
Under direction, supports efforts in promoting and building a high-performance learning system. Perform professional work in the development and application of techniques used in learning performance management to include assisting in establishing learning performance standards including content creation for in-person, on-demand, and hybrid that supports workforce performance initiatives.
Typical Duties
Participate and collaborate with City management in learning performance improvement projects and initiatives. Involves : Support efforts in the administration of a learning performance management system that aligns with the strategic goals of the organization. Provide support in the development of a strategic approach in pursuit of performance excellence that produces and retains a highly-skilled workforce. Assist with the design or modification of performance management systems that will support motivation, learning, coaching, mentoring, recognition, and communication between employees and their direct reports. Provide support in the development and delivery of innovative solutions that can effectively be applied to the organization's performance abilities. Collaborates in the implementation of learning performance management systems and skills ensuring two-way communication between managers and employees. Assist in identifying and addressing organization development and performance matters. Conduct learning performance needs analysis to identify performance and development opportunities to address gaps and evaluate the effectiveness of learning performance management programs using quantitative and qualitative techniques. Assist in the coordination of employee training and development activities as required.
Provide research, technical, and analytical support on learning performance standards. Involves : Meet with City departments subject matter experts to co-design learning solutions concerning internal processes and work practices as needed. Assist in the development of diverse learning solutions that meets the diverse learning styles and needs of the workforce. Review analytic data and prepare reports for use in the management and direction of learning development and performance programs. Provide support with the preparation of learning award applications. Perform other related work as required.
Supervise assigned employees. Involves : Assign, schedule, guide, and monitor work. Appraise employee performance and review appraisals by subordinate supervisors. Provide for staff training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences, conflicts, and deficiencies. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay, or other employee status changes. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
