Education and Experience: A Bachelor's degree or higher in engineering, and two (2) years environmental engineering experience.
Licenses and Certificates: None.
Under general supervision, prepare and coordinate environmental studies and inspections; review, interpret prepare and approve construction plans, projects and specifications; and supervise a technical staff.
Prepare and coordinate environmental studies and inspections to assure compliance with regulations. Involves: Plan, research projects, conduct data collection and analysis. Apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, permutations and mathematical operations to frequency distributions, determination of test reliability and validity, variance, correlations and factor analysis. Assess facts and draw valid conclusions to develop or improve accepted methods and techniques. Identify application of capacity studies and facility layouts. Coordinate asbestos inspections and surveys to locate and evaluate asbestos-containing materials in city owned facilities. Monitor contractor adherence with Local, State and Federal regulations with regard to proper handling and disposal of asbestos containing materials. Manage waste shipments, inventory and reporting of such to regulatory authorities.
Review, interpret, prepare and approve construction plans, projects, specifications, drawings and calculations for City and private sector projects. Involves: Review plans for state highway projects and National Pollution Discharge Elimination System storm drainage requirements. Evaluate projects compliance with environmental, drainage and safety requirements. Write project specifications and prepare construction cost estimates. Direct field activities of aboveground and underground fuel storage tank contractors. Schedule and conduct inspections of sites during construction phases to review conformance to federal and City regulations. Enforce safety rules and regulations. Assign and oversee the inspection and testing of workmanship and materials used in the design and construction of hazardous and non-hazardous waste City facilities. Design or oversee the construction of municipal solid waste landfill liner projects. Manage environmental and safety consultant contracts and assure construction projects under contract meet schedules and follow general procedures. Review contracts and prepare bid estimates. Assist in the development of regional transportation plans. Coordinate efforts with regulator agencies, consultants, Army Corps of engineers, etc. Respond to the public and City officials regarding regulations and jurisdictional issues. Serve as technical advisor to contractors and City officials regarding compliance regulations and issues. Prepare and authorize construction Change Orders, Purchase Orders, Invoices, Notice to Proceed notifications.
Supervise and direct technical staff. Involves: Schedule, assign, instruct in, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules, regulations, and work behavior standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, discipline, merit pay or other employee status changes.
