Education and Experience: Equivalent to a combination of a Master’s Degree or higher in Geology, Groundwater Hydrology, or a related field, and three (3) years professional experience in groundwater resources planning, investigation or water well construction.
Licenses and Certificates: Valid Texas Professional Geoscientist or Professional Engineer License, or equivalent transferable from another state by time of application which must be converted to a Texas license within one (1) year following appointment. Valid Texas Class “C” Driver’s License or equivalent issued by another state by time of appointment.
Under direction, conduct and analyze surface and groundwater investigations, develop long range plans for management of water resources, and supervise staff.
Conduct and analyze groundwater investigations. Involves: Plan groundwater program development and direct groundwater investigations and studies, drilling projects, well tests and sampling. Determine sampling intervals. Identify and estimate well size, numbers and materials required for well construction. Estimate materials required for well construction. Prepare specifications and interpret well drilling and electric logs. Review bid specifications of production wells and collector lines and prepare Requests for Proposals. Prepare water table and isopachous maps. Inspect contractor work, design reports and invoicing.
Develop long-range plans for management of water resources. Involves: Estimate water consumption on an annual basis, production capacity of aquifer systems, and develop long-range plans for water resources and supply. Develop sustainable water projects, water resources management master plan and regional water plans. Review and direct surface and groundwater models. Apply water resource management techniques to surface and groundwater models. Prepare environmental impact studies. Maintain up to date knowledge of federal, state and local standards, and review professional publications and journals. Use computers to analyze data. Maintain records, review geological and hydrological reports and prepare water resources technical reports. Respond to public queries regarding regional water projects and plans.
Supervise assigned staff. Involves: Schedule, assign, instruct in, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
