Education and Experience: Bachelor's Degree or higher, in Education, Business Administration, Health Education, Psychology, or related field, and two (2) years of experience conducting training and course development.
Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.
Under general supervision, develop, revise, deliver and administer designated training and education courses for the Department of Public Health (DPH).
Establish training capabilities, content, processes and the rapid delivery of new and updated training classes and material that properly meet target audience needs and consistently represents the mission, vision, and values of DPH and the City of El Paso. Involves: Work closely with leadership and contracted partners to identify specific training needs. Design training and supporting services including identifying course content requirement, appropriate delivery mediums, and personnel to deliver training. Training types include instructor led, online, blended, and documentation driven. Investigate various topics for future program development. Devise assigned annual training programs that document courses to be taught, briefly describe course length and content, proposed attendees, and approximate dates. Create or select training manuals, handout materials, visual aids and program outlines, and determine suitability and feasibility of instructional methods. Evaluate usefulness of available audiovisual support materials. Arrange for instructors and training locations. Identify courses to be taught by outside instructors and make appropriate arrangements. Coordinate training and educational programs with local colleges, universities and private institutions. Deliver training as principal instructor when necessary. Remain up to date of changes in applicable federal, state or local laws or regulations, and overall training developments. Develops, creates, and maintains organizational communications to ensure employees have knowledge of training and development opportunities, resources, benefits, and requirements.
Responsible for the management of course and content development, training delivery processes, and the management of resources to deliver the content and ongoing performance management to ensure training is efficient and effective. Involves: Implement quality control and continual improvement processes to maintain training content and delivery mechanism that represent DPH quality standards. Assess, check, and review instructional effectiveness and determine the impact of training on employee skills and Key Performance Indicators (KPIs) Evaluate effectiveness of current courses. Evaluate training sessions through questionnaires and interviews. Modify training content as necessary. Maintain files of relevant training courses available from outside sources, especially local community colleges and vocational institutions. Evaluate and update instructional methods.
Administer course registration and maintain training records. Involves: List attendees, and notify them of date and location changes. Coordinate and/or conduct of the training. Ensure courses are taught as scheduled, and participation is appropriate. Ensure training records meet department and regulatory compliance. Maintain training materials and audiovisual support items inventory.
Perform related professional duties contributing to the realization of City and department goals as required. Involves: Substitute, as qualified, for coworkers or supervisor during temporary absences by carrying out specifically delegated functions to maintain continuity of normal services, if assigned. Provide designated support for special projects, audits, or activities overseen by higher-level staff or supervisor. Serve on ad hoc committees. Explain and demonstrate work performed to assist supervisor in orienting and training less knowledgeable employees.
Supervise assigned personnel, as assigned. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Additional duties may be assigned based on operational needs.
