Education and Experience: A High School diploma or GED, or higher, and four (4) years of combined experience in the Solid Waste operations industry or transportation, logistics, and construction, including one (1) year experience in a lead or supervisory role.
Licenses and Certificates: Texas Class “B” Driver’s License or equivalent from another state.
Special Requirements: Positions requiring a CDL or positions of a safety sensitive nature are subject to drug and alcohol testing in accordance with federal regulations.
Under general supervision, schedule and supervise personnel engaged in assigned areas of waste and recycling collection, transfer station, landfill operations, citizen collection station operations, special collections, and other special programs to ensure compliance with federal, state and local regulations.
Oversee and coordinate solid waste and recycling collection, container management and repair and special programs in accordance with all federal, state and local laws. Involves: Adjust routes and work assignments to ensure work distributed evenly. Assign and adjust work order routes for container management and repair. Perform optimization and mapping of existing and proposed collection routes. Evaluate the feasibility of servicing new customers for commercial accounts. Conduct test sampling and monitoring of methane gas, storm water, and leachate. Record all test results in accordance with Federal and State regulations and submit data to regulatory agencies. Submit samples of water from ponding area for heavy metal contaminant testing. Screen hazardous waste to ensure proper handling to avoid any possible contamination of ground water. Respond to accidents and injuries and coordinate completion of necessary paperwork. Assign and adjust work order routes for container management and repair.
Provide back up equipment and services when necessary. Involves: Communicate with contractors regarding delivery schedules. Schedule personnel for special drop-off sites. Ensure equipment is properly set up and available to collect and separate all recyclables brought to sites. Research and prepare specifications and requisitions for solid waste and recycling equipment and vehicles. Coordinate requisition and acquisition with other city departments. Maintain records of fuel consumption, mechanical malfunctions, injury and accident reports.
Meet with equipment vendors and customers to ensure proper collection and disposal of waste at landfills. Involves: Investigate types of materials or waste coming into landfills from either commercial or residential residences to assure correct disposal fees are implemented. Report any violations pertaining to illegal disposal of any waste or noncompliance with solid waste codes and ordinances. Contact regulatory agencies for direction and methods to handle unusual or uncommon types of material disposal. Meet with other city departments involved with the monitoring of illegal dumping, spills, educational programs, and changes to rules or city ordinances. Coordinate recycling and solid waste programs with civic organizations and participate in community meetings and presentations. Provide technical construction project assistance as assigned.
Supervise assigned staff. Involves: Schedule, assign, guide and check work and review operational and procedural activities. Prioritize, adjust and coordinate divisional activities to meet scheduling changes or emergencies. Instruct, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide safety training and development, including tailgate and safety meetings. Review and enforce environmental and occupational health and safety rules and regulations. Issue safety equipment. Enforce personnel rules, regulations, and work standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hire, termination, transfer, discipline, merit pay or other employee status changes. Perform customer service checks on collection routes to ensure satisfactory collection.
