Starting pay is $32.54 per hour. 2025 pay range is $32.54 to $40.68.

Position Summary
The Human Resources Specialist provides confidential administrative, technical, and clerical support to the Human Resources Division.
Essential Functions
- Assists with the administrative functions of the division.
- Ensures compliance with records retention schedules and law.
- Performs research and related functions as apparent or delegated.
- Conducts and completes surveys.
- Maintains computerized and paper confidential files.
- Maintains list of employee’s Commercial Driver’s Licenses and ensures FMCSA query forms are completed at hire. Schedules appointments for the city’s CDL controlled substance and alcohol random testing program. Annually verifies status of all CDL driver’s licenses with MN DVS and performs the FMCSA query.
- Assists in organizing training by arranging for equipment and preparing materials.
- Composes employee communications including letters, memos, emails, intranet postings, posters, etc.
- Assists with administration and compliance of personnel policies, union contracts, and employment law.
- Manages ID Badge system and creates ID Badges for city employees.
- Assists with recruitment and staffing activities.
- Coordinates the preparation, review, and revision of position descriptions.
- Gains input from directors and managers and coordinates a process to find qualified candidates for vacant positions.
- Prepares application including working with manager to develop effective scoring questions.
- Reviews scoring of completed applications.
- Prepares and sends correspondence to applicants.
- Schedules interviews.
- Manages Onboarding process including Onboarding setup in HRIS.
- Reports union members and employment changes to unions in accordance with MN PELRA.
- Manages benefits and retirement plans.
- Follows and maintains compliance with the city’s Flexible Benefits Plan.
- Assists with plan selection and administration.
- Prepares HRIS system for open enrollment and mid-year elections and changes.
- Assists employees with benefit questions and concerns.
- Works with benefit providers on enrollment changes and corrections.
- Schedules open enrollment information sessions.
- Corresponds with employees and providers regarding mid-year benefit changes and enrollments.
- Tracks enrollments and prepares annual Affordable Care Act reporting.
- Leads Employee Recognition Committee planning for annual employee event.
- Member of the Safety Committee.
- Performs other essential job duties.
- Regular and timely work attendance.

- Participates in safety training.
Required Knowledge, Skills, and Abilities
- Knowledge of Full Flexible Benefits Plans/Cafeteria Plans.
- Knowledge of Affordable Care Act reporting requirements.
- Knowledge of human resource functions and customer service.
- Knowledge of standard office practices, procedures, and equipment.
- Skill in the use of HRIS software including set-up and report writing.
- Skill in the use of Microsoft Office applications, especially Outlook, Word, and Excel.
- Skill in organizing work, prioritizing, and multi-tasking to effectively meet deadlines.
- Ability to maintain confidential and sensitive information. Handles confidential information appropriately.
- Ability to analyze moderately complex information and process and prepare accurate reports and correspondence.
- Ability to learn and effectively utilize the city’s Human Resource Information System.
- Ability to establish and maintain effective working relationships with all city staff, vendors, and the public.
- Ability to handle inquiries in a friendly, courteous, and professional manner.
- Ability to communicate clearly, both orally and in writing.
- Ability to read, write, and understand correspondence, memoranda, and directives.
Minimum Qualifications
- High school diploma or the equivalent.
- Two years of related work experience in a responsible Human Resources position.
- Valid driver’s license and good driving record.
Preferred Qualifications
- Experience in public sector human resources.
- Education in human resources or related field.
- Experience with Minnesota Government Data Practices Act and data retention law.
- Experience utilizing UKG HRIS.

Work Schedule
This position is located at City Hall in Elk River. The city does not offer remote work.
The work hours are Monday through Friday, 8:00 a.m. to 4:30 p.m.
From Memorial Day through the week before Labor Day we have Summer Hours. Those hours are Monday through Thursday, 7:30 a.m. to 5:00 p.m. and Friday from 7:30 a.m. to noon. One workday of the week will be shortened by 30 minutes to maintain a 40 hour work week.
