Description
Responsible for the direction, supervision, and coordination of the activities and staff of Public Works, Engineering, Planning, Building and Development Departments; provides policy guidance, strategic planning and program evaluation to City Manager, City staff, elected officials, boards, committees, and members of the public, and serves as the City Manager as required.
DISTINGUISHING CHARACTERISTICS :
This is a director level classification, responsible for providing high level and complex administrative support to the City Manager, and has administrative responsibility for Public Works, Engineering, Planning, Building and Development Departments. This class is distinguished from the City Manager in that the latter has overall administrative responsibility for all City departments, functions and programs.

ESSENTIAL FUNCTIONS :

- Develops and directs the implementation of goals, objectives, policies, procedures and work standards for assigned departments and staff; directs the preparation and administration of the department's budget; forecasts additional resource and financial needs.
- Participates in selection of staff; plans, organizes, administers, reviews and evaluates the activities of assigned staff, including training and professional development; trains staff in work processes and procedures; ensures appropriate service and staffing levels; allocates resources accordingly.
- Plans, directs, manages and oversees the activities and operations of the following departments : Public Works, Engineering, Planning, Building, and Development; directs the implementation of City codes, policies and operational changes; reviews and evaluates work methods and procedures.
- Coordinates activities, operations and programs with other City departments and outside agencies.
- Assumes management responsibility for all services and activities provided by Public Works, Engineering, Planning, Building, and Development departments.
- Ensures implementation of applicable safety programs, policies and activities in departments under Assistant City Manager supervision.
- Provides staff assistance to the City Manager and City Council; prepare and present staff reports and other necessary correspondence.
- Serves as City Manager upon the absence or request of the City Manager.
- Represent the Public Works, Engineering, Planning, Building, and Development service areas to other City departments, elected officials and outside agencies; explains and interprets departmental programs, policies, and activities;
- Negotiates and resolves sensitive, significant, and controversial issues.
- Assists with public relations and cooperative working relationships with news media, schools, local organizations and the general public; attends and speaks at community functions and meetings; prepare press releases and confer with the media in matters related to assigned activities, as directed by City Manager.
- Oversees the review of development plans for private projects including subdivisions, commercial projects, and industrial developments for codes and regulations for compliance with codes and regulations; ensure that reviews are completed on schedule.
- Manages and participates in the development and administration of departmental budgets; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; directs the preparation of and implements budgetary adjustments as necessary.
- Develops and administers major capital improvement programs / projects; coordinate development with City staff, property owners, consultants, and contractors.
- Oversees the planning, design, and construction of cooperative projects undertaken with adjoining jurisdictions and other agencies; prepare and negotiate cooperative agreements.
- Conducts a variety of organizational studies, investigations, and operational studies; recommend modifications to department programs, policies, and procedures as appropriate.
- Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- Makes recommendations to City departments on various programs including capital improvements, facility maintenance, and operations.
- Identifies and respond to community and City Council issues, concerns and needs.
- Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
- Participates on a variety of boards and commissions; attends and participates in professional group meetings; maintains current knowledge of new trends and innovations in the field of community development and planning.
