Description
Responsible for directing, supervising, planning and coordinating the City's engineering support for construction management of City projects, plan reviews, private development reviews and inspections, and to provide technical assistance to various City departments.

This job class is a management level classification that manages civil engineering services for the City.
Essential Functions
ESSENTIAL FUNCTIONS :

- Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department; directs the preparation and administration of the department's budget.
- Plans, organizes, administers, reviews and evaluates the activities of assigned staff; trains staff in work processes and procedures; assists in the investigation, review and documentation of incidents and injuries involving staff and equipment.
- Provides technical guidance, plan reviews and inspections for building permits, residential development, commercial development, and subdivision development; reviews engineering calculations.
- Provide engineering design services using AutoCAD software for City projects such as road rehabilitation, sewer mains, water mains, fiber optics, park improvements, parking lots, and exterior facility improvements.
- Provides construction management services for bidding and construction of City projects.
- Reviews and authorizes requests for payment and change orders; tracks and documents project costs.
- Serves as a resource for advising, designing and implementing procedures for environment compliance to the various laws and regulations.
- Maintains the hydraulic model for the City water system using Water CAD software.
- Assist Public Works in maintaining a street inventory and maintenance program, including annual roadway mileage certification to the NDOT.
- In conjunction with other city departments, administers programs or contracts with and confers with architects and construction contractors; schedules projects; provides technical oversight, reviews plans from private developers, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards.
- Provide staff assistance to the Assistant City Manager; prepare and present staff reports and other necessary correspondence.
- Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.
- Prepares project designs, cost estimates, specifications and project schedules.
- Serves as project manager on assigned major engineering and construction projects ensuring conformance with contract provisions, plans and specifications.
- Conducts feasibility and cost studies; develops engineering solutions as required.
- Attends various meetings representing the City Engineering Department, as required.
- Provides assistance to other City departments and outside agencies as required.
- Performs all work in accordance with established safety procedures, policies and best practices.
- Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved procedures and service delivery methods.
- Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
