Responsible for directing, supervising, planning and coordinating the activities and operations of the Public Works and Engineering Departments, including: streets, fleet, landfill, facilities, and engineering. Coordinates assigned activities with other departments, divisions, consultants, contractors, engineers and outside agencies. Provides responsible and complex support to the City Manager, elected officials and staff. 

DISTINGUISHING CHARACTERISTICS:
This job class is an executive level classification that is responsible for all Public Works and Engineering Department functions and activities. This is an appointed official position.ESSENTIAL FUNCTIONS:

Essential duties and responsibilities may include, but not limited to:
  • Develops and directs the implementation of goals, objectives, priorities, policies, procedures and work standards for the Public Works and Engineering Departments; directs the preparation and administration of the department's budget; forecasts additional resource and financial needs. 
  • Plans, organizes, administers, reviews and evaluates the activities of assigned staff; trains staff in work processes and procedures; assists in the investigation, review and documentation of incidents and injuries involving staff and equipment.
  • Provides technical guidance, plan reviews, private development reviews, and inspections for building permits, residential development, commercial development, and subdivision development.
  • Directs and manages all Public Works and Engineering Departments’ services and activities; evaluate departmental safety conditions and direct the implementation of applicable safety programs, policies, and activities.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods, activities and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of City codes, policies, and operational changes.
  • Represent the Public Works and Engineering Departments to other City departments, elected officials, and outside agencies; explain and interpret Public Works and Engineering Departments relevant code, programs, policies, and activities; negotiate and resolve sensitive, significant, and controversial issues.
  • Oversee the pavement management systems.
  • Assume responsibility for the day-to-day administration of the Public Works and Engineering Departments’ operational budgets; forecast funds needed for staffing, equipment, materials, and supplies; approved budgeted expenditures; conduct monthly budget reviews of operational and capital improvement program budgets; direct the preparation of annual operational and capital improvement budgets.  
  • Determine the scope of engineering projects; prepare requests for proposals and contracts for consulting services; develop plans, maps, specifications, plats, diagrams, and other contract documents for a variety of City engineering projects ; make technical engineering decisions and establish technical criteria and standards; calculate the quantity, quality, and cost of materials used for various projects.
  • Oversee the review of plans of consulting engineers and private contractors; review plans related to structures such as streets, sidewalks, gutters, underground facilities, and other off-site construction; check plans for conformance with codes and regulations regarding line, grade, size, elevation, and location of structures; review engineering calculations. 
  • Serve as project manager on assigned major engineering and construction projects ensuring conformance with contract provisions; assist in the construction inspection of assigned projects; ensure conformance with contract plans and specifications; make recommendations on approval of progress payments and change orders; prepare progress reports on projects under construction; maintain project files including plans, contract documents, records of changes, and field notes.
  • Provide technical review, approval, and project management of major capital improvement projects. Make recommendations to other departments on various programs including capital improvements, facility maintenance, and operations.
  • Provide in-house professional engineering consultation to other divisions and departments of the City; prepare and present staff reports and other necessary correspondence. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to department programs, policies, and procedures as appropriate.
  • Represent the Public Works and Engineering functions with issues that are related to the planning and development functions. Review plans related to development such as subdivision or property. Check maps for accuracy and closure.  
  • Provide staff assistance to the City Manager, Assistant City Manager, Utilities Director, and other appointed officials; prepare and present staff reports and other necessary correspondence.
  • Respond to the public, developers, engineers, builders, and contractors relative to City engineering policies and procedures or specific projects. 
  • Attend Planning Commission, City Council, and RTC meetings as required. Participate in RTC Technical Advisory meetings.
  • Perform inspections of public works and land development projects. Review utility permits, street cut permits, and franchise utility permits.
  • Oversee implementation of inspection, testing (Quality Assurance/Quality Control), and construction management practices for City public works projects.
  • Investigate field problems affecting property owners, contractors, and maintenance operations; provide information to the public; respond to citizen inquires and complaints.
  • Attend and participate in professional and regional group meetings; stay abreast of new trends and innovations in the field of civil engineering and public works.
  • Provide engineering design services using AutoCAD software for City projects such as road rehabilitation, sewer mains, water mains, fiber optics, park improvements, parking lots, and exterior facility improvements. 
  • Provides construction management services for bidding and construction of City projects.
  • Maintains the hydraulic model for the City water system using Water CAD software.
  • Reviews and authorizes requests for payment and change orders; tracks and documents project costs. 
  • Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.
  • Conducts feasibility and cost studies; develops engineering solutions as required.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Conducts a variety of organizational studies, investigations, and operational studies; recommend modifications to department programs, policies, and procedures as appropriate.
QUALIFICATIONS:
To successfully perform job, incumbent must be able to perform each essential duty satisfactorily.  Requirements listed are representative of the knowledge and skills.

Education and Experience:
  • Bachelor’s degree in civil engineering from an accredited college or university, or a related field; AND
  • Four (4) years of professional civil engineering experience, including two (2) years of supervisory experience; 
  • OR an equivalent combination of education, training and experience. 

Required Certificates, Licenses, and Registrations:
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  • Nevada Driver’s License.
  • Nevada Professional Engineer (PE) License.
