Responsible for directing, supervising, planning and coordinating the activities and staff of the Police Department; provides responsible and complex support to the City Manager, elected officials and staff. This is an at-will position which is appointed by, and serves at the pleasure of, the Elko City Council.

DISTINGUISHING CHARACTERISTICS
This job class is an executive level classification that is responsible for all Police department functions and activities. Pursuant to City Code Article I Section 1.080, all appointive officers of the City shall perform such duties under the direction of the City Manager as may be designated by the City Council.
 This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and duties performed by incumbents within this classification.  Incumbents are required to be in attendance and prepared to begin work at their assigned work location on specified days and hours.  Factors such as regular attendance on the job are not routinely listed in the job descriptions but are an essential function. Essential duties and responsibilities may include, but not limited to:

  • Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department; directs the preparation and administration of the department's budget; forecasts additional resource and financial needs.
  • Participates in selection of staff; plans, organizes, administers, reviews and evaluates the activities of assigned staff; trains staff in work processes and procedures; assists in review and documentation of incidents and injuries involving staff and equipment.
  • Ensures that safe work practices and procedures are followed and that appropriate safety equipment is utilized.
  • Leads, directs and manages Police Department services and activities; implements applicable safety programs, policies and activities. 
  • Directs, monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitor workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of City Codes, policies, and operational changes.
  • Coordinates division activities with City departments, outside agencies and organizations to ensure adherence to City policies and procedures. Build and maintain strong relationships with departmental staff, other City employees and the public; utilizing leadership, innovation and communication to efficiently and effectively protect the Elko community through collaborative efforts with the community and other departments.
  • Develop and implement operational plans to assure action is appropriate and operations align with mission statement.
  • Represents the department’s activities to other City Departments, elected officials and outside agencies; explains and interprets department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues.
  • Plans, directs, and coordinates the department’s work plan; confers with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
  • Maintains and facilitates public relations and cooperative working relationships with news media, schools, local organizations and the general public; attends and speaks at community functions and meetings; prepare press releases and confer with the media in matters related to assigned activities.
  • Oversees the planning and implementation of cooperative projects undertaken with adjoining jurisdictions and other agencies; prepares and negotiates cooperative agreements.
  • Conducts a variety of organizational studies, investigations, and operational studies; recommend modifications to department programs, policies, and procedures as appropriate.
  • Participates on a variety of boards and commissions; attend and participate in professional group meetings, conferences and seminars; stay abreast of new trends, innovations, and regulations related to community policing.
  • Respond to and resolve difficult and sensitive inquiries and complaints.
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
  • Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

Education and Experience:
  • Bachelor’s Degree in criminal justice, or related field; AND
  • Eight (8) years of law enforcement experience, including six (6) years of supervisory and/or command level experience; 
  • OR an equivalent combination of education, training and experience. 

Required Certificates, Licenses, and Registrations:
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  • Nevada Driver’s License.
  • Nevada Basic POST certification. 
  • Intermediate, Advanced, Supervisory, and Management POST certifications from Nevada POST or equivalent agency.
  • FBI National Academy graduate certificate, or equivalent executive leadership certification.

  • Principles and practices of law enforcement operations and services.
  • Principles and techniques of public relations.
  • City, state, and federal laws, statutes, ordinances and court decisions related to police activities.
  • Criminal investigation principles, practices and techniques.
  • City geography.
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees through multiple levels of supervision.
  • Computer applications related to the work.

  • Using tact, discretion and prudence in dealing with those contacted in the course of the work.
  • Maintaining accurate records of work performed.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
PHYSICAL/MENTAL REQUIREMENTS:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. 

Mobility to traverse difficult terrain, strength and stamina to physically restrain suspects, running, climbing, standing, squatting, and sitting for prolonged periods of time; occasionally lift and carry up to 50 pounds, wear and carry appropriate police equipment, strength to subdue persons, to drag, carry and lift persons and objects; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone vision to read printed materials; and hearing and speech to communicate in person or over the telephone and to be heard in noisy group situation; exposure to traffic conditions and external environment; dexterity to write and to shoot a gun. Frequent interruptions to planned work activities occur.

WORKING ENVIRONMENT:
Work is performed in an office setting, and in field settings. May be exposed to field conditions as required, including adverse weather conditions, difficult terrain, hazardous conditions, including exposure to abusive subjects, infectious diseases, bodily fluids, fumes, gases, mechanical hazards, and intense noise.
