What are the responsibilities and job description for the Senior Planner I-Development Planning position at City of Encinitas?

 

The Senior Planner is assigned to the Development Planning Division of the Developmental Services Department. Senior Planners are responsible for providing direct and/or functional supervision of professional staff and serves as a project manager for difficult and complex discretionary applications. Senior Planners are responsible for addressing current and long-range planning and environmental issues, implementing ordinances, and addressing regional planning and environmental issues affecting Encinitas.

 
  • Reviews and analyzes development proposals for potential environmental effects to ensure compliance with the applicable Federal and State regulations, which includes: preparing, reviewing, and processing environmental documentation; researching, compiling, interpreting, analyzing, and summarizing technical information and policies; issuing requests for proposals and scope of environmental issues in order to prepare required reports; and, performing other related activities.
  • Manages and coordinates the environmental review process for development proposals subject to Federal and State regulations.
  • Manages and coordinates the preparation of long-range environmental plans.
  • Coordinates and monitors the activities of external consultants retained by the City. 
  • Reviews and edits technical studies used in conjunction with the preparation of environmental documents.
  • Supervises professional-level employees to include: ensuring that project management principles are being followed; representing staff at hearings; reviewing work products; prioritizing and assigning work; conducting performance evaluations; and making hiring, termination and disciplinary recommendations.
  • Serves as project manager for discretionary applications and other projects as assigned. Incumbent will be assigned to or provide oversight management to projects which are typically large in scale or those that are more complex or controversial in nature, which involves: meeting with concerned citizens, stakeholder groups, and/or prospective developers to raise potential issues and address policy, code and/or program issues.
  • Additional duties may include routing and coordinating environmental review, project review, and City programs with other City departments and external agencies; contract preparation and monitoring; preparing legal noticing; working with project proponents, citizens/citizen groups to resolve issues; analyzing projects and preparing related staff reports and draft resolutions and ordinances for consideration by decision-making bodies; and representing staff and making oral presentations at public hearings for projects at the Planning Commission and City Council levels.
  • Supports counter-related functions, which may include, but is not limited to, providing direction to public counter staff where interpretation or clarification of codes, policies and programs is required; assisting in implementing methods to improve customer service for the Land Development Division; and performing other related tasks.
  • Represents the City and meets with representatives of various civic groups, state and federal agencies, and other jurisdictions.
  • Performs other duties of a similar nature or level.
 
The ideal candidate will have knowledge of:  environmental review principles and practices;  advanced theories, principles, and practices of planning, housing, coastal planning, and regional environmental issues; current environmental planning and administration issues; technical report preparation and presentation methods; project management principles, practices, and methods; supervisory principles; federal and state housing and general plan programs, codes and regulations; applicable General Plans, Specific Plans, and Local Coastal Program provisions; negotiation and mediation techniques; parliamentary procedures; customer service principles; municipal planning principles; research methods; mathematical concepts; site planning and architectural design principles; principles and practices of urban planning and development; planning terminology, methods, materials, practices, and techniques; other applicable federal, state, and Local laws, ordinances, codes, rules, and regulations, including state planning and zoning laws and the California Environmental Quality Act (CEQA). The ideal candidate will have skills in: preparing and analyzing environmental and technical documents, reports, statements, and correspondence; analyzing and developing policies related to land use, community development, and environmental planning; scoping environmental issues; interpreting and explaining environmental planning issues; code writing and policy preparation and development; project management including development  and implementation of project work schedules and timelines; monitoring and evaluating employees; prioritizing and assigning work; managing multiple priorities simultaneously; working independently; using computers and related software applications; providing customer service; interpreting planning and zoning programs to the general public; performing mathematical calculations; reading and interpreting policy; reading maps and scales; conducting research; resolving conflict; conducting negotiations and mediations; analyzing and collecting data; creating and giving presentations; speaking in public; preparing reports and documents; preparing initial studies; communication, interpersonal skills as applied to interaction with coworkers, supervisor and the general public.
Training and Experience: 
Bachelor's Degree in urban planning or related field, plus five years' experience at a professional level, including some lead or supervisory experience or training, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
