POSITION SUMMARY
Provides engineering expertise in the areas of development review and management of capital improvement projects. Performs engineering assignments requiring some exercise of independent judgment in the planning, design and construction of capital improvement projects.
Performs engineering studies, evaluates others’ work, makes recommendations, and implements results. This position will perform and/or coordinate consultant engineering reviews of plans and specifications for both private and public projects in the city. The position will also manage the planning, design, and construction administration of capital improvement construction projects.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities
- Coordinates, reviews and approves development applications, subdivisions, site plans, engineering construction drawings, hydrologic and hydraulic studies and floodplain development permits for commercial and residential improvement projects ensuring conformance with Municipal Code, ordinances, design criteria, standard specifications, policies, master plans and standard engineering practices. Recommend changes for reasonableness, to conform with existing infrastructure, or in conformance with the city’s Engineering Design and Construction Standards.
- Building permit plan review for drainage and public improvements, ensuring conformance with Municipal Code and general engineering standards.
- Understands and implements the city development processes as related to land development and engineering.
- Designs, prepares and/or reviews projects for accuracy, feasibility, economy, and compliance with codes and regulations.
- Coordinate assigned engineering projects with other City departments, outside contractors, government agencies and organizations and the public.
- Prepares written reports and specifications.
- Performs engineering calculations and measurements.
- Prepares requests for proposals, scope of work, bidding documents, and other documents to proceed with a project. Evaluates responses and makes recommendation regarding consultant and contractor selection.
- Prepares engineered plans, specifications, and contract documents for street and utility construction using CAD and related design software.
- Utilizes AutoCAD to produce maps, drawings, and graphics. Operates CAD accessory equipment, scanners and plotters.
- Prepares and reviews construction cost estimates for city construction projects.
- Manages capital construction projects including coordinating inspections, materials testing, meeting with contractors and citizens and ensuring that projects are on schedule and adhering to specifications.
- Analyzes costs and maintains reports to ensure projects are within budgets.
- Reviews legal descriptions of real property and insures that survey results are accurately drafted and recorded.
- Assists the MS4 Technician in overseeing development's compliance with the City's floodplain regulations and stormwater requirements.
- Support applying for, obtaining, and administering grants including preparation of cost estimates and grant applications.
- Contacts federal, state, and local agencies to develop engineering improvements and projects on an inter-governmental basis, and coordinates improvements with the same.
- Respond to citizen inquiries about construction, drainage and public works operations in a timely manner.
- Respond to developer/architect/engineer inquiries about drainage and public improvement requirements in a timely manner.

PREPARATION AND TRAINING
Education
A Bachelor's Degree from an accredited college or university with major course work in Civil Engineering, Construction Management or related field
Work Experience
Engineer I: 0-2 years of progressively responsible plan review, engineering design, or closely related experience.
Engineer II: 2-5 years of progressively responsible plan review, engineering design, or closely related experience.
Certifications and/or Licensures
Engineer I: State of Colorado Engineer Intern (EI) enrollment or ability to obtain within six months of employment.
Engineer II: State of Colorado Engineer Intern (EI) enrollment required.
Required Driver’s License: Valid Colorado driver’s license and a clear or acceptable MVR
An equivalent combination of education, training and relevant job experience may be substituted.

- Computer Skills - Applications software for Windows environment, Microsoft Office preferred.

- Analytical Skills - Intermediate analytical skills required to evaluate complex problems and propose alternatives and solutions where innovative modifications in the proposed design are necessary to conform to existing field conditions.
- Project Management Skills - Intermediate project management skills required to coordinate contractors and inspection staff on construction projects.
- General Management Skills - Intermediate management skills required to prepare construction cost estimates, long range budgetary projections, and project specifications.
- Mathematical Skills - Advanced mathematical skills required to perform trigonometry and geometry.
WORKING CONDITIONS
Work is performed in a standard office environment, requiring sitting for extended periods of time, and occasional light lifting (up to 15 lbs.). Job requires visual and physical capabilities to work on computers and associated equipment for prolonged periods of time (6-8 hours daily).
SALARY RANGE
Engineer I - $59,261 - $88,892
Engineer II - $66,966 - $100,448
