POSITION SUMMARY

The Senior Systems Administrator is responsible for managing the administration, implementation and maintenance of server and network infrastructures, system security, and policies and procedures.  The position collaborates and coordinates with other IT professionals and departments to maintain the organization’s network, servers, operating systems, and applications, and to ensure that all systems are up-to-date and secure.

The position provides project leadership and consultation for complex technical problems.  The position is responsible for the day-to-day operation for maintaining, patching, and upgrading all physical, virtual, computing, and storage environments.

The position assists with network troubleshooting as needed. The position supports 24-hour city operations and requires travel between local sites to provide the necessary support of the integrated network solutions.

DUTIES AND RESPONSBILTIES

The description below is intended to represent only the key areas of responsibilities; specific job assignments, duties, and environmental conditions will vary depending on the business need of the department and the particular assignment.

System Administration (80% of time)

  • Serves as mentor and provides technical guidance to System Administrators and the Help Desk operations on the city’s infrastructure, systems, and applications.
  • Administers the city’s network, servers, operating systems, and applications, ensuring that all systems are up-to-date and secure.
  • Establishes system users, users environment, directories, and security for service and systems being installed.
  • Works closely with and advises Network Engineer on vulnerabilities and threats by identifying, analyzing and resolving infrastructure vulnerabilities.
  • Performs regular backups of all enterprise storage systems, network shares, and other server systems. Ensures that all data is properly protected and perform restores as necessary.
  • Develops and implements backup and recovery procedures to protect critical information in the event of system failure.
  • Provides complex technical evaluation, diagnosis and resolution to support end-users  hardware and software issues and ensure the efficient operation of IT systems.
  • Performs capacity planning for servers and storage systems. Determines need and schedule for maintenance, upgrades, and equipment refresh.  Communicates with the IT Network Engineer on findings and makes recommendations.
  • Evaluates and recommends new administration tools, products, and procedures.
  • Creates and updates documentation for servers, networks, storage, and backup environments and ensures audit compliance.
  • Provides regular monthly reports of all storage and backup systems performance and utilization.
  • Stays up to date on the latest IT trends, technologies, and industry best practices.
  • Travels to multiple site work locations and participates in an on-call rotation within the 24-hour operations.

Project Management (15 % of time)

  • Leads and manages project implementation of complex network and server systems involving multiple groups, departments, and/or vendors.
  • Conducts risk assessments by gathering customer feedback, analyzing needs, identifying solutions to determine resource allocation, system configuration, solving user problems across the enterprise platform, and vendor selection recommendations.
  • Installs, configures, and maintains servers, network devices, virtual server environment and related software.
  • Troubleshoots network and server problems at all levels of the system including physical wiring, hardware, or software failure and communications protocol problems; takes appropriate action to resolve such problems.
  • Provides guidance and training to new and existing employees on features, capabilities, and policies of assigned system applications for optimal utilization.

Additional duties as assigned (5%)

  • Performs 24-hour on-call duty as needed.
  • Provides back support to system administration, application support, and help desk staff.
  • Performs other duties as assigned and required.

 

PREPARATION AND TRAINING

Minimum Qualifications

Education:
  • Bachelor’s degree in Computer Science, Information Technology, Engineering or a related field.
Work Experience:
  • 5 years of experience working with IT systems.
  • 2 years of experience in a senior-level position managing and supporting complex IT infrastructure.
Certifications and Licensures:
  • CJIS Certification (may obtain upon hire)
  • One of the following certifications: Advance Microsoft Enterprise Certification, CompTIA, VMWare or Information Technology Infrastructure Library (ITIL).

An equivalent combination of education and relevant job experience may be substituted.

Preferred Qualifications:

Work Experience:
  • 3 or more years of experience in a senior systems administrator role.
Certifications and Licensures:
  • Advanced Microsoft Enterprise Certification

 

KNOWLEDGE, SKILLS, AND ABILITIES

Advance Knowledge

  • Various operating systems such as PowerShell, VMWare, Active Directory and Microsoft Office 365
  • Proficiency in SQL, Storage Technologies, Process
  • Configurations of SAML identity providers
  • Modern Anti-Malware technologies
  • Computer/Server Hardware and software diagnostic methods and techniques
  • Server operating system and application tier security concepts and techniques
  • Theory, principles, practice, and methods of engineering, management, and administration of information systems in the areas of systems analysis, design, construction, monitoring, maintenance, testing, documentation, training, and productions support.

Working Knowledge

  • Industry accepted security models, practices, and technologies
  • Administration of web services technologies administration, such as .Net and Java
  • Administration of web security technologies and techniques, such as SSL and encryption
  • Network operating system and data communication capabilities and functions
  • Microsoft PowerShell
  • Municipal government software applications with associated business practices and operating policies and procedures
  • Ability to adapt new technologies and have proficiency in Client/Server design and configuration
  • Ability to plan hardware and software deployments timely to meet department goals

Work may require providing advice to others outside direct reporting relationships on specific problems or general policies. Interactions with others outside the organization may be stressful, negative and require high levels of tact or persuasion to gain cooperation and acceptance of ideas.
  • Communication Skill: Advanced skills required to establish and maintain effective working relations with customers, co-workers, staff, and vendors.  Advanced written communication skills required for composing documentations and correspondence.  Advanced verbal communication skills required to educate City users on IT issues. Listens well and communicates effectively orally and in writing with various audiences.
  • Project Management Skills: Advanced skills required to coordinate system enhancement implementations and facilitate cross-functional teams.
  • Fiscal Responsibility: Provides budget preparation and monitors fiscal expenditures. Reviews and approves expenditures of significant budgeted funds or does research and prepares recommendations for organization-wide budget expenditures.
  • Computer Skills: Advanced skills required to administer and maintain a variety of software-based packages ranging from operating systems to off-the-shelf software applications and databases.  Advanced knowledge of computer network infrastructure to diagnose and troubleshoot system issues across tiers.
  • Analytical Skills: Advanced skills required to troubleshoot a wide variety of issues pertaining to the software packages used by supported customers. 

 

WORKING CONDITIONS

Work is performed in a standard office environment, requiring sitting for extended periods of time, and occasional light lifting (up to 15 lbs.).  Job requires visual and physical capabilities to perform work on computers and associated equipment for prolonged periods of time (4-6 hours daily).

 

SALARY RANGE

$85,508 - $128,263/Annual Salary
