POSITION REPORTS TO: Utility Maintenance SupervisorPOSITIONS SUPERVISED: None BLS COMPARABLE: 51-8031, Water and Liquid Waste Treatment Plant and System Operators LEADERSHIP: Provides co-worker leadership to others through motivation, team building, and providing feedback. CONDITIONS OF EMPLOYMENTSubject to post offer, pre-employment drug screen. Subject to post offer, pre-employment physical examination/medical history check.Subject to a pre-employment criminal background check. In accordance with 49 CFR 391.53, information regarding previous employers may be used for the purpose of investigating the applicant’s safety performance history within the previous three years. This includes general employment, accident, and drug/alcohol information.In accordance with 49 CFR 391.23, a Motor Vehicle Report covering the previous three years will be obtained for the purpose of investigating the applicant’s driving history.As a CDL driver, the employee will be required to comply with all provisions of DOT Regulation 49 CFR Parts 40 and 382, including random drug and alcohol testing.Possession of a valid Oklahoma Driver’s License with an acceptable driving record.Must have a telephone.On call hours with a 30 minute response time may be required, as authorized & assigned by the supervisor. POSITION PURPOSE: Provide for safety and well-being of general public, co-workers, and other company excavators by efficient location of underground cables, pipes and other conduits. ESSENTIAL FUNCTIONS AND BASIC DUTIES Read site plans, area maps and blueprints to determine location of underground high-voltage electrical cables, water lines, sewer lines, steam lines, gas lines, telephone and other communications lines, as well as duct banks and electric/water/gas taps to buildings. Utilize site plans, area maps, blueprints, computer mapping database and other location information along with conduit-location equipment to locate conduits; correct and update records using field findings.Mark conduit locations and communicate relevant information to excavation personnel or other appropriate authorities.Operate mechanisms on line locator equipment, including metal detector.Attend coordination meetings at project sites to discuss and plan service outages.Maintain accurate records of work time and client identities to allow proper assignment of charge codes.Operate city vehicles to travel to job sites and to load and transport locating equipment and supplies to assigned sites; clean and maintain location equipment.Operate power equipment such as generators, air compressors, jackhammers, power saws, power tamps, pumps, and paint sprayers to maintain and inspect the collection system.Starts engine, moves throttles, controls and levers to operate heavy machines, equipment, and attachments including vactor truck, trencher, backhoe, loader, dump trucks, boring machine and track hoe and assist in the transport of said equipment to various job sites.Manually excavate and repair city utilities, including repair of pressurized water lines.Assist City crews and contractors 24 hours a day, including repair of utilities after hours and on weekends.Perform other duties as required. PERFORMANCE MEASUREMENTS Utilities are appropriately identified, minimizing damage to property and injury to excavator personnel.Utility locates are accomplished in a timely manner.Locates, time record, and work order charges are accurately recorded, maintained, and organized.Equipment and vehicles are clean and well maintained.The Utility Maintenance division runs smoothly and efficiently.Effective working relations exist with City personnel. New employees are well trained and assisted. Management is appropriately informed. Employee understands and adheres to applicable safety policies.The City’s professional reputation is maintained. QUALIFICATIONS EDUCATION/EXPERIENCE: High school diploma or general education degree (GED); or six months related experience and/or training; or equivalent combination of education and experience. CERTIFICATES/LICENSES: Class D Wastewater license (within 6 months).Class D Water license (within 6 months).Class B CDL (within 6 months)Confined Space Certification (within 3 months).Trenching & Shoring Training (within 6 months).Maintain 4 hours of continuing education annually.REQUIRED KNOWLEDGESKILLS/ABILITIES: Ability to read and update maps.Working knowledge of excavation construction.Handle multiple tasks simultaneously.Ability to work safely in high traffic areas.Operate line locator and metal detector.Ability to assist and support others. PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION FINGER DEXTERITY: Manual dexterity sufficient to work with the fingers. VISUAL ABILITIES: Normal vision, with or without corrective lenses.PHYSICAL STRENGTH: PDC Level: Very Heavy Employee lifts/carries 75 lbs frequently (34% - 66% of the time or 100-500 times per day). Very heavy physical activity required performing strenuous daily activities. Prolonged standing, over the head reaching and lifting, climbing, carrying weight for long distances, squatting, kneeling and crawling. Periodic shoveling requiring lifting from ground to waist to shoulder.LANGUAGE/COMPREHENSION: Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization. REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situation where only limited standardization exists. Ability to interpret a variety of instruction furnished in written, oral diagram, or schedule form.MATHEMATICS ABILITY: Ability to perform very basic math skills including adding and subtracting two digit numbers, multiplying and dividing with 10’s and 100’s. Ability to perform these operations using units of money and weight or distance measurement. WORK SCHEDULE/HOURS: Regular – 8 hour shift, typically 7:00 a.m. to 4:00 p.m., Monday - Friday.Overtime and weekend work as needed.May require “on-call status” as authorized and scheduled by supervisor, and must be able to respond within 30 minutes of call-out. WORK CONDITIONS: Outdoors exposed to changing weather conditions (for instance, rain, sun, snow, wind, etc)NOISE LEVEL: Moderate to loud noise OTHER WORK CONDITIONS: Occasional work in traffic. Occasional exposure to air contamination; exposure to raw sewage and waste; some work in confined spaces. Frequent hand vibration. ADVANCEMENT CRITERIAINTERMEDIATE: 4-6 years experience.Good working knowledge of city streets and utility sources.Class C Waste Water License.Class C Water License.Ability to fill in for foreman on short-term basis.Trench & Rescue Training.Valid CPR Certification.
