SALARY : $110,000 - $138,000 DOE / DOQ

A. SUMMARY :

Primary duties include drafting, grant writing, project management, minor surveying, plan reviews, permit coordination, and construction inspection of street, storm, sewer, water, and associated Improvements to ensure compliance with city, state, and national standards. This position will also serve as the responsible engineer for the design, preparation of plans and specifications, and construction of capital improvement projects. The Project Engineer will have the support of the City Engineer and a contract engineer as needed.

The ability to creatively resolve complex issues successfully, effectively communicate, and engender positive interaction with the Mayor, City Council, staff, outside agencies, and the public is critical to this position. This employee must have the ability to work in a fast-paced environment and be able to handle multiple tasks at one time. Attendance at night meetings is occasionally required. This position is overtime-exempt.

B. SUPERVISION RECEIVED AND EXERCISED :

Work is performed under the direction of the City Engineer who reviews work on the basis of results obtained. Direct supervision of employees may be delegated from time to time.  Indirect supervision is provided to all other employees with matters related to engineering. Responsibilities may include training employees; directing work; addressing complaints and resolving problems.

C. EXAMPLES OF DUTIES :

  • Perform Drafting duties (CADD) for City projects.
  • Research, complete, and submit applications for grant programs that will support City goals regarding infrastructure.
  • Complete various mapping assignments of City infrastructure, plats and plans as directed
  • Manages capital improvement projects under the general guidance of administration.
  • Leads the City’s effort to secure funding for public infrastructure needs, preparing grant applications and other documents to obtain alternative or supplemental funding sources for programs.
  • Reviews construction plans and specifications for residential, commercial, industrial, and public development projects and land use permits for compliance with local, state, and federal requirements.
  • Performs inspections and is responsible for the record-keeping of capital projects including private development projects and construction work in City right-of-way and / or on private property. Inspects methods and materials used by contractors to construct all types of public improvements; ensures conformity with plans and specifications and intended results for constructing such improvements. Performs inspections for release of performance and maintenance bonds.
  • Serves as engineer for assigned projects, including coordinating the preparation of plans, specifications, estimates, project design review, environmental compliance, right of way, easement acquisitions, bidding and bid opening, monitoring project progress, tracking project budget; processing and submitting invoices, requests for information, change orders, and as-built drawings; and performing project close-out responsibilities.
  • Develop short and long-term plans for the Engineering division consistent with the goals and direction established by the City Council and directed by the City Administrator.
  • In concert with the City Engineer and Public Works Director, prepares project updates and six-year capital improvement plans for approval by City Council.
  • Prepares reports and provides engineering expertise to support City departments, boards, commissions, and City Council including evaluating alternatives and recommending courses of action.
  • Oversees and reviews consultant's work for accuracy and professionalism; negotiates contracts; sees to the completion of contracts.
  • Prepares daily and final inspection reports; calculates and prepares field note records of contractor quantities and materials installed in the field; takes and files daily photos of assigned projects and monitors contractor operations and traffic control to ensure a safe work area.
  • Prioritizes public infrastructure needs for the city and assists in securing funding for such improvements by preparing grant applications and other documents to obtain alternative or supplemental funding sources for programs.
  • Responds to questions from contractors, design professionals, and the public; review and respond to public requests and complaints; investigate issues involved and recommend appropriate actions.
  • Ensures public is well notified of all public works construction projects prior to the start of work; keep public well notified during work in progress.
  • Assists in the acquisition of rights-of-way and easements; understands franchise and right-of-way use permits and works with utility companies to ensure compliance; meets with the public and developers on related issues and negotiates costs for Council approval.
  • Attends department-related meetings and training sessions during and outside of regular work hours. Attends pre-application and pre-construction meetings. Attends City Council and other meetings, acts as department or City representative and serves on boards as assigned.

QUALIFICATIONS

Knowledge of :

  • Principles of organization, administration, supervision, and personnel and office management
  • Materials, methods, and techniques used in the construction and maintenance of streets, wastewater, and water facilities.
  • Principles and practices of municipal planning
  • Project management techniques and principles
  • Principles and practices of civil engineering, field surveying, data collection, computer aided design and computer-aided mapping
  • Working knowledge of applicable federal, state, and local codes, standards, ordinances, rules, and regulations
  • Basic construction techniques and operation and maintenance principles
  • Read, understand, and prepare engineered drawings, schematics, specifications, maps, plats, and other related documents
  • Good customer service skills, including presenting a positive image to the public using tact, courtesy, and good judgement
  • Ability to establish and maintain effective interpersonal relationships at all organizational levels and with the public and community
  • Modern office procedures, methods, and equipment including computers and software sufficient to perform assigned duties
  • Ability to :

  • Provide complete supervision including assigning and reviewing work; evaluating performance; administering necessary disciplinary action; identifying training / development needs and selecting appropriate training or instruction; and recruiting, interviewing, and hiring new employees
  • Respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community
  • Effectively present information to management, public groups, and / or board of directors
  • Define problems, collect data, establish facts, and draw valid conclusions
  • Resolve conflicts and maintain harmonious working relationships throughout the organization and with other agencies and departments
  • WORK ENVIRONMENT / PHYSICAL DEMANDS :

    Work is performed both in an office and in the field. Must drive to construction sites, walk on uneven terrain, and work in all types of weather conditions. Must be able to access structures by crawling in confined spaces, standing, climbing, or stooping for prolonged periods as necessary to conduct inspections. Work occasionally requires being in high places and around machinery and equipment used in construction. Work requires the ability to hear to monitor and hear safety warnings on a building site, visual acuity to read and interpret engineered drawings and blueprints and to use a computer.

    Essential duties require the following physical abilities and work environment.

  • Ability to sit at a workstation for extended periods
  • Ability to stand, walk, and drive as needed throughout day
  • Ability to maintain concentration and focus for extended periods
  • Occasional ability to lift, carry, and put away parcels weighing up to 30 pounds each
  • Ability to monitor several audible communications devices, such as telephone, fax, and radio, etc. throughout day
  • Physical stamina to sustain long workdays, including early morning and evening meetings, as necessary
  • Physical ability to have access to any and all City facilities and project sites sufficient to monitor construction and operations
  • EXPERIENCE AND EDUCATION :

    Experience

    Five years of progressively responsible experience in civil engineering including supervisory experience; or any satisfactory equivalent combination of education and experience which demonstrates the ability to perform the above-described duties.

    Previous experience in local government is strongly preferred.

    Surveying ability and experience preferred.

    Grant Writing experience preferred.

    Education

    Bachelor's Degree in Engineering preferred.

    LICENSE AND CERTIFICATE

    Possession of or ability to obtain license as an engineer in the State of Washington within six (6) months of hire preferred

    Required  -  Washington State Driver's License or ability to obtain within 6 months of hire.
