JOB SUMMARY:
Supervise and instruct personnel to complete the necessary Bureau operational tasks. Operational tasks include winter maintenance, road paving, street cleaning, special events, ROW maintenance, other related duties assigned by the Streets Bureau Chief, assisting other City of Erie Departments/Bureaus as necessary. Receive instructions from and assist the Bureau Chief concerning all streets bureau work programs.
SPECIFIC DUTIES The duties of this job include, but are not limited to:
1. Manage and administer summer road maintenance, winter maintenance, ROW cleaning, alley maintenance, road cleaning, special events and projects as needed by the Bureau.
2. Must respond on a 24-hour basis as necessary and communicate the response or action to the Bureau Chief.
3. Plan and direct winter maintenance on assigned shift. (Must have the ability to work first, second, or third shift throughout the winter season or as Bureau operations dictate).
4. Plan and direct the areas of the cleaning of roads; establish a schedule and assign the necessary resources. Coordinate equipment maintenance.
5. Program project adherence based on guidelines determined by the Department of Public Works.
6. Responsible for the scheduling and direction of the shift employees. Daily correspondence with shift employees and communication on response requirements as necessary.
7. Communicate official City of Erie policies, plans, initiatives, and procedures.
8. Notify and utilize the PA one-Call system (POCS) for all excavation and demolition work.
9. Develop pricing summaries for projects, equipment, or requested quotations. Prepare and submit reports as necessary.
10. Work with other Public Works Bureau as necessary and cross-train as applicable.
11. Perform other duties as assigned.

Hands on knowledge and upkeep of heavy equipment/ or equivalency.
Five (5) to eight (8) years of paving experience and knowledge of paving materials and their use.
Five (5) to eight (8) years winter maintenance experience (or equivalency) and knowledge related to plowing, salt, equipment, and snow removal.
One (1) to three (3) years supervisory experience/or equivalency. Supervisory experience as a Bureau crew leader is applicable.
Familiarity with the collective bargaining process is preferred.
Knowledge of blueprints, estimating budgets and construction.
Must have or be willing to obtain a Pennsylvania Department of Environmental Protection Underground Storage Tank Class A Certification.
Must hold a valid PA Driver’s License with a Class B CDL with air brake endorsement.

Pay: $65,000.00 - $68,000.00 per year
