Qualifications & Characteristics
The successful Development and Community Services Manager will:
- Focus on and make strides in Escalon’s Economic Development efforts.
- Be highly organized and process-driven and show the ability to manage a complex project to successful completion.
- Show ability to lead and give and take direction in developing and implementing short and long-range goals, objectives, policies and priorities; and implement and execute Council and Department priorities.
- Provide exceptional customer service and build relationships that strengthen community and further the work of the City.
- Prepare and review specifications, plans, estimates, and reports pertaining to the construction, maintenance, and operation of a wide variety of highly complex engineering, land development, utility, and other capital improvement projects, including conducting various surveys.
- Prepare and present reports to the City Council and other legislative boards relative to areas of responsibility.
- Participate in administrative detail budget work; compile department requests and summaries for evaluation; submit recommendations; monitor expenditures; recommend adjustments as appropriate.
- Lead staff with integrity and support. Plan, organize and manage workload and staff assignments. Train, motivate and elevate assigned staff. Review progress and direct changes as needed.
- Conduct research, develop and administer recommendations on departmental work methods, operation policy and procedures, programs, and services.
- Ability to attend several meetings conducted after the close of regular business hours. These include but are not limited to the City Council and Planning Commission meetings.
Education and Experience
Any combination of education, training and experience that will likely provide the required knowledge and abilities would be acceptable for employment.
A typical background would include:
- A bachelor’s degree from an accredited college or university with major course work in Civil Engineering, Planning/Community Development, Public Administration or related fields.
- Minimum of five years of professional level, public agency, planning and economic development experience, including at least two years in a supervisory capacity.
