The Central Lane Communications Center (CLCC) was established as a regional consolidated communications center in April 1985. Organizationally, CLCC is part of the Eugene Police Department's 911 Communications Division. CLCC is jointly funded by the City of Eugene General Fund, fire dispatch user fees, and the State's 9-1-1 telephone tax. CLCC receives 911 calls for the majority of Lane County as well as non-emergency calls for the Eugene Police Department, Eugene Animal Welfare and Eugene-Springfield Fire Department. CLCC, on average, receives 1000 telephone calls a day between 911 and non-emergency lines. CLCC provides dispatch services for Eugene Police Department and 13 fire agencies across Lane County.

This position performs specialized duties in the operation of a public safety communications system, including operating complex communications equipment for emergency and non- emergency situations; requests for assistance by police, fire, and emergency medical response units; dispatching and monitoring appropriate emergency public safety units; and keeping accurate records of communications received and transmitted.

Salary: Depending upon a lateral candidate's experience, knowledge, skills and abilities, a decision may be made to bring the candidate on at the Communications Specialist 1 (Entry Level) with the understanding that as a condition of employment, employees will be expected to successfully train and become proficient in call taking and trained in all dispatch positions as a Communications Specialist 2.
The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA)

Schedule: Incumbents must be available to work weekends, holidays, call back, standby, and rotating shifts. Shifts are rotated every six months (more often while in training). The current shifts are: 
Early Day Shift - 0700-1700
Late Day Shift - 1145-2145 
Early Night Shift - 1645-0245 
Late Night Shift - 2130-0730

Minimum Qualifications


Experience

At least three (3) years of continuous full-time experience as an emergency communications call taker/dispatcher within an emergency communications center that answers 911 calls and/or dispatches police and/or fire agencies. 

The experience must be current, full-time, and continuous with no more than a 30-day break in service at the time of application, and the candidate must have been so employed within 90 days of the Eugene Police Department hire date.


Education

High school diploma or GED


Background

Must pass a police background investigation.

No Felony convictions at any time.
No Class A Misdemeanor convictions within the last 24 months.

Physical and Psych

Must pass a psychological evaluation, physical assessment and drug test.


Certifications
The possession of, or the ability to obtain within three months of the hire date, CPR, First Aid, EMD (Emergency Medical Dispatch), and LEDS (Law Enforcement Data System) certifications. The possession of, or the ability to obtain within one year 18 months of hire date, State of Oregon

Department of Public Standards and Training Basic Telecommunicator Certification. (The City of Eugene provides training for CPR, First Aid, EMD, LEDS, and Basic Telecommunicator Certification during the probationary period.)
The Selection Process will consist of:

Per the EPEA contract, the City shall pay an employee an additional 5% for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.

Eligibility List
This posting may also be used to establish an eligibility list of applicants for future vacancies. Candidates that are placed on the eligibility list will be notified via email which will include the duration of the list and how notification of call up will occur.


What to Expect from our Selection Process? 
Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment. Marijuana use is evaluated consistent with current state law regulations. PLEASE NOTE: Once the posting closes, the process can take 8-10 weeks to complete.
