The Airport Operations Duty Officer provides operational and administrative support related to Airport safety and security. Coordinates, implements, and enforces practices and procedures to ensure compliance with rules and regulations set by agencies, such as the Federal Aviation Administration (FAA) and Transportation Security Administration (TSA), which affect all aspects of Airport activity. Provides a variety of administrative support and training duties to assist an airport supervisor.

Salary Range:   $34.77 - $43.33 hourly; $72,321.60 - $90,126.40 annually.

Location: 28801 Douglas Drive, Eugene
Work Schedule:   This position is assigned to graveyard shift, 10:00 p.m. - 8:30 a.m. and will receive a shift differential pay of $.80/hour.   Must be available to work any shift due to operational need.

Must be able to pass a TSA and City of Eugene Criminal background check.

Assists with the development of policies and standards for assigned airport operations safety and security programs Coordinates, implements, and evaluates work processes, procedures and standards related to the assigned areas; researches and recommends methods, tools and equipment to improve operations.

Interprets and researches rules and regulations related to airport operations safety and security. Remains current on principles, practices and new developments in the assigned area.

Oversees and performs runway, taxiway, terminal and grounds inspections, and observes weather conditions for airport safety and security. Responds appropriately or relays airfield and/or airport maintenance needs to meet applicable federal, state and local regulations and industrial standards.

Operates and administers access control systems. Ensures security of facilities and grounds by monitoring the alarm systems, gates and fences, CCTV surveillance systems, performing badge checks, and escorting others when necessary. May troubleshoot problems and malfunctions of the access control system.

Responds to emergency situations such as emergency aircraft alerts or personal injuries; may act as incident command until relieved.

Provides instruction, training and coaching to both internal and external customers in airport safety, security, rules and regulations. Reviews the work of crews as to standards and assesses skill development of crew members. May assist with development and delivery of related training.

Reviews record keeping and documentation to ensure proper program and incident documentation and compliance with local state, and federal laws, codes, regulations and ordinances. Maintains records, prepares spreadsheets and reports on program activities. May be point of contact for program related audits.

Issues NOTAMS; directs airfield activities, and coordinates with Air Traffic Control Tower.

Conducts pavement friction tests with Tapley equipment (manual & electronic).

Performs wildlife management, including hazing depredation, trapping, deterrence, and attends firearms training.

Enforces airport rules dealing with trespass, loitering, disorderly, storage, parking, inspections, taxis, and ground transportation; issues parking citations and authorizes towing procedures for airport parking control; provides airport area auto traffic control.

Coordinates activities, events and exercises with internal and external customers.

May be required to perform work outside in varying and extreme weather conditions while exposed to a variety of hazards; may be required to lift heavy objects and equipment. May provide work direction and guidance to lower level Airport Workers and seasonal employees, and monitor the work of contractors.

May act in capacity of the supervisor in the supervisor's absence or as directed.

Must be available to work all shift, all days of the week (24-7 operations).

 A typical way to obtain the knowledge and abilities would be:

Experience:
Five years of combined education and experience related to duties associated with the Airport Worker series including a minimum of two years direct experience with operations, safety and security.

License or Certificate:
AAAE Basic and AAAE Advanced Airport Safety and Operations Schools within one year of hire.

TSA qualification as Airport Security Coordinator within six months.

TSA qualification as Airport Trusted Agent within six months.

NW Hazmat qualification in First Responder Operations within one year.  

Possession of, or ability to obtain and maintain a valid Oregon state driver's license.

May require the following certifications/licenses for specific positions:
Airport provided Firearms Training and Wildlife Management Certification  
First Aid/CPR and AED certification.
ODOT Traffic Control Flagger Certification.

The Ideal Candidate will posses the following knowledge, skills and abilities:

Knowledge of:
Airport rules, regulations and procedures.

Transportation Security Administration rules, regulations and security directives governing the aviation transportation system under 49 CFR 1542.

Federal Aviation Administration rules, regulations and advisories governing the aviation transportation system and the certification of airports under FAR Part 139.

The Incident Command System numbers 100, 200, 300, 400 & 700, necessary to coordinate all aspects of the Airport Emergency Command Center.

Required Airport credentialing processes and controls.

Access control systems, software and hardware interfacing.

Access levels and functionality of systems.

Surveillance system and video capturing systems.

Fingerprint systems and techniques.

Regulations applicable to data collection.

Administration of sensitive security information.

All practices and procedures assigned to Airport Operations, or ability to learn within a reasonable amount of time.

Applicable safety hazards and standard precautions.

Computer and applicable computer applications.

Methods and practices of airport maintenance programs.

Airfield Lighting and signage and/or building systems and controls, if applicable.

Equipment, tools, materials and supplies used in area of assignment, including hazardous materials.

Safe and effective operating practices of light and heavy equipment in an airport environment.

Ability to:
Communicate effectively and courteously with internal and external customers, and establish effective working relationships.

Interpret rules, regulation, or other instructions related to the program area.

Develop methods, procedures and policies.

Facilitate classroom training and assist with curriculum development.

Work independently or as part of a crew.

Resolve on the job conflicts with the public, co-workers and contractors.

Prepare written records and reports.

Understand and follow oral and written instructions.

Perform physical work outdoors in varying weather conditions, while exposed to a variety of hazards.

Provide and wear personal protective equipment.

Lift heavy objects and equipment as required.

Be available and respond for emergency call-back as necessary.

Respond calmly to emergency situations.

Exercise good judgment in a highly complex safety-critical environment.

Successfully pass a FBI fingerprint-based criminal history background check.

Successfully pass a TSA security threat assessment.What to Expect from our Selection Process:  Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment.
