- Manages the City’s open data portal; suggests and implements additional data sets. Works closely with public safety departments.
- Plans and prioritizes projects and sets goals for the city’s online presence and digital services efforts. Works in project management capacity in support of digital service and website objectives.
- Develops web forms and tools to gather information to be integrated with existing or newly developed workflows.
- Develops and presents training programs and materials to enable staff at all levels to understand web content management systems for the ongoing upkeep of the City’s public website.
- Identifies, researches, evaluates, recommends, and implements new technologies to enhance the delivery of web and digital services to internal staff and the public.
- Engages in professional development appropriate to digital services, including reviewing current professional journals, attending professional workshops and meetings; and communicating with peers in other settings. Maintains an awareness of products, services, software applications, and trends.
- Performs other duties as assigned.
- Must possess a high school diploma or GED and must possess five (5) or more years of work experience as a digital services specialist, web developer, data analyst or other equivalent technical position.
- An associate degree or higher in a related discipline from an accredited college or university is preferred.
- Working knowledge of content management systems.
- Good organizational skills and experience with project management tools such as Asana, Microsoft Project, Jira, or similar.
- Ability to establish and maintain effective working relationships with a diverse group of constituents including staff, patrons, and elected officials.
- Excellent written and verbal communication skills.
- Working knowledge of integrating web-based software via APIs preferred.
- Familiarity with the Socrata Open Data network is preferred.
- Functional knowledge and familiarity with Formstack are preferred.
- Proficient ability to work with HTML, CSS, JavaScript, and associated libraries is preferred.

NATURE OF WORK:
The Digital Service Specialist has two primary areas of focus: Web Content Administrator and Data Analysis, The Digital Services Specialist is responsible for the Content Management System used on the City’s website. The incumbent also develops and presents training programs and materials to enable staff at all levels to understand web content management systems for the ongoing upkeep of the City’s public website. The role performs regular evaluations of the City’s online presence and recommends changes or improvements to enhance the City’s ability to communicate with constituents on an ongoing basis. General oversight of our website content, performance, and health would be expected.
The Digital Service Specialist provides Data Analysis and integrates information from multiple sources to help enable more e?cient processes. Works collaboratively across all City departments to improve processes, increase efficiency, and help develop greater process automation. The position oversees the City’s open data portal and recommends and hosts data sets for the purpose of supporting transparency in government. The Digital Service Specialist assists staff with creating and using digital forms for various uses across the city. The position is a full-time (37.5 weekly hours) non-exempt position with the possibility of a flexible hybrid work privilege arrangement based on performance.

PHYSICAL REQUIREMENTS OF WORK:
Ability to work primarily in a sedentary position, occasionally using force to lift up to 20 pounds, carry or otherwise move objects normally found in an office setting including computers and/or printers. The employee is subject to common inside environmental office conditions.
SUPERVISION:
Work is performed at the direction of the Chief Information Officer and is assigned through specific projects related to general goals and objectives set by senior City management. The employee is responsible for prioritizing work tasks, and for identifying and utilizing the appropriate resources. Performance oversight is performed through observation, completion of projects, status reports, conferences, and meetings. Guidance is provided through the City Code, departmental policies, City operating practices and procedures, and other resources as applicable to the specific duties/projects assigned. Work is evaluated annually, with respect to project management, resourcefulness, quality of customer service delivered, including written and verbal communications.
PUBLIC CONTACT:
The employee has frequent contact with City employees, vendors, and regular contact with the general public and outside agencies.
