About The Job
This is varied mail processing and stock delivery work. Â Duties are primarily related to the processing, distribution, and delivery of incoming and outgoing mail. Additional duties include the shipping, receipt, pickup, and delivery of mail and packages. Â Work situations are covered by well-defined policies, procedures, and performance standards. Â Employees in this classification carry out routine assignments independently, once the procedures are learned. Â Personal contacts are often with other city departments and external suppliers. Â Employees in this classification are required to operate a city vehicle to pick-up and deliver interoffice mail, and stock mailing and shipping supplies. Â The work is reviewed by oral/written reports, inspections and by personal observation of their supervisor.

The Public Works Department is responsible for the operation and maintenance of the City's water, sewer/surface water and streets systems. This department employs roughly 320 staff members. The work groups are broken into operations, maintenance, finance & support services, public information & education and engineering & public services.Â
The department operates throughout Snohomish County with locations at the Service Center, Water Filtration Plant and Water Pollution Control Facility.Â
The Mail and Delivery Clerk is part of the Public Works finance and support services division and operates out of the utility billing office at the Service Center. Our mail room processes roughly 480,000 pieces of mail for the City annually, a majority being water/sewer utility bills.

ILLUSTRATIVE EXAMPLES OF WORK
- Prepare and process a variety of mailings such as utility bills, public information flyers, postcards and/or other similar documents to be mailed via the United States Postal Service (USPS) or other carriers.
- Utilize the City of Everett mailing and shipping system consisting of mail room equipment and machines such as copiers, postage metering machines, postal scales, hand trucks, mail carts, folder, and inserter.
- Ensure that all office and mail room equipment and machines are properly maintained through a preventative maintenance schedule contracted by the designated vendors.
- Ensure all items associated with the position including postage, bill stock, envelopes, toner etc. are ordered in a timely fashion and maintains an acceptable inventory.
- Prepare and maintain a variety of daily, monthly, and quarterly records and reports related to routine activities.
- Maintain a postal log.
- Receive, sort, and distribute all mail both intra-city and U.S. in a timely and efficient manner to all city departments. Sort all outgoing U.S. mail according to U.S. Postal Service requirements and by other means as instructed.
- Receive, pick-up, and deliver packages from suppliers such as United States Postal Service (USPS), United Parcel Service (UPS), FedEx Corporation), Staples, and Amazon.
- Place mailing and printer paper stock in appropriate location; maintain mailing stock area in a safe, clean, and orderly condition; issue or deliver mailing stock items to authorized personnel according to established procedures.Â
- Prepare and move Utility Billing records for long-term storage.Â
- Assist Utility Billing in researching and correcting misaddressed or returned items.
- Coordinate with Public Works records division and other city departments to organize shred events.
- Perform related work as required.
- Graduation from high school, or equivalent.
- Some experience in mail processing work or in an office environment is desirable.

- Responses to the supplemental questionnaire will be individually reviewed and evaluated (weighted 30%).
- Top-scoring applicants will be called to an oral panel interview (weighted 70%).
- All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process for 12Â months. Â
- A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register. Â
- The examination process is designed to sample and measure the requisite knowledge, skills, and abilities.Â
- Applicants claiming veterans' preference points in accordance with RCW 41.04.010 as amended and meeting eligibility criteria must submit form DD214, or its equivalent or successor discharge paperwork, that characterizes his or her service as qualifying discharge as defined in RCW 73.04.005.
