Position Summary

Position is responsible for a variety of routine and complex clerical, accounting, finance and administrative work in assisting the Treasurer / Collector with the duties and responsibilities of the Treasurer’s Office.

Duties and Responsibilities :

  • Works under the general direction of the Treasurer / Collector
  • Provide assistance to the Treasurer / Collector with treasury and collector duties as necessary.
  • Perform responsible duties working in accordance with established policies and procedures.
  • Posts revenue deposits to Quicken on a daily basis.
  • Provides support with making bank deposits at local banks.
  • Makes frequent contacts requiring courtesy and tact with City departments and employees, health insurers, and regional agencies; makes occasional contact with the general public.
  • Provides support with cash receipts from all departments; and entering receipts into financial software system; assists with month end and fiscal year end processes and reporting. Assists in balancing accounts with the Auditor’s Office.
  • Performs reconciliation of bank statements for cash receipts each month; balances accounts and other duties as assigned by the Treasurer / Collector.
  • Prepare monthly reports as assigned.
  • Back up for City and School payroll process conducted in the Treasurer’s Office.
  • Provides assistance with IRS correspondence and other tax form documentation.
  • Performs other similar or related duties as required and / or assigned.
  • Continuously looks for improvements in processes and procedures and makes recommendations to the Treasurer / Collector to ensure efficient processing of the City’s payroll and ongoing legislative mandates and statutes.
  • Under the general direction of the Treasurer / Collector, employee plans and prioritizes the majority of work independently, in accordance with standard practices and previous training. Employee is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines and priorities. Technical and policy problems or changes in procedures are discussed with Treasurer / Collector.
  • The supervisor, as a regular and continuing part of the job, is accountable for the quality and quantity of work done by subordinates and assures the accomplishment of the assigned work in the prescribed manner. The incumbent gives advice and instruction on both administrative and work matters; informs subordinates of organizational policies, goals and procedures; has responsibility for technical soundness of subordinates’ work.
  • Incumbent has regular access at the departmental level to a wide variety of confidential information, including personnel records, lawsuits and client records.

Minimum Entrance Requirements :

Bachelor’s degree in accounting, finance or related field. Prior work experience in municipal government is a plus. 3-5 years of bank reconciliation experience preferred. 3-5 years of operational experience in a business setting is a plus. Managerial experience in a finance setting is a plus. Experience creating reports utilizing various databases or other similar applications is a plus.

Physical Demand and Work Environment :

WORK ENVIRONMENT

The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting. Incumbent may be required to work beyond normal business hours in response to emergency situations or to attend evening meetings.

PHYSICAL, MOTOR, AND VISUAL SKILLS

Physical Skills : Minimal physical demands are required to perform most of the work. The work principally involves sitting, with intermittent periods of stooping, walking, and standing. May be required to lift objects such as files, boxes of papers, office supplies, and office equipment weighing up to 30 pounds.

Motor Skills : Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, using office equipment, including but not limited to telephones, personal computers, handheld technology, and other office equipment.

Visual Skills : Visual demands require routinely reading documents for general understanding and analytical purposes.
