The City of Everett is accepting applications on an open/continuous basis for the Civil Service examination process for Treatment Plant Operator-in-Training. This position may be assigned to the Water Filtration Plant (WFP) in Sultan OR the Water Pollution Control Facility (WPCF) in Everett. The salary post is a 2024 rate and will be updated to the 2025 rates.

THE POSITION

The Treatment Plant Operator-In-Training (OIT) classification is trainee work learning and performing basic cleaning, maintenance, and operational duties at the City of Everett’s Water Filtration Plant (WFP) or Water Pollution Control Facility (WPCF) and related facilities.

The work in this class involves assisting certified plant operators in the performance of routine tasks relating to the continuous operation of a water filtration plant OR water pollution control facility and related facilities.  Work is performed during an assigned shift under the direct and immediate supervision of the lead or senior operator.  However, assignments, which are routine and repetitive in nature, once learned, may be performed under general supervision.

This trainee class in the Plant Operator series is designed specifically to provide the 12-month on-the-job training period required for eligibility to upgrade certification status from OIT to a Washington State Level I Water Treatment Plant Operator OR Grade I Water Pollution Control Plant Operator.  Job performance and progress will be monitored during this training period by the lead or senior operator.  Positions are designated with the OIT status on a temporary basis.   Upon successful completion of the 12-month probation and training period, there is an in-grade adjustment and the incumbent is appointed as a Water Treatment Plant Operator I OR Water Pollution Control Plant Operator I, depending on the area of assignment.

ELIGIBILITY REQUIREMENTS

  • Requires a high school diploma or equivalent, AND a minimum of two (2) years of college-level coursework or equivalent technical training in chemistry, biology, engineering, environmental science or a related field. Relevant work experience in these areas may substitute for the college-level educational requirements. A Bachelor of Science degree in chemistry, biology, engineering, environmental science or related technical degree is highly desirable.

  • Requires Washington State certification as an Operator-in-Training (OIT) from Department of Ecology for wastewater or Department of Health for drinking water within six (6) months of the date of hire.

SPECIAL REQUIREMENTS OR CERTIFICATIONS

  • Within six months after successful completion of the 12-month operator-in-training period, the OITs must apply for and receive the Washington State Level I Water Treatment Plant Operator OR the Water Pollution Control Operator Grade I certification, depending upon area of assignment.

  • Possession of a valid driver license at the date of hire, and the ability to obtain and maintain a valid Washington State Driver License within 30 days of the date of hire.

  • Obtain within six (6) months of hire and maintain a forklift operator certification in accordance with Washington Division of Occupational Safety & Health (DOSH) rules.

PHYSICAL DEMANDS/WORKING CONDITIONS

  • Perform a variety of manual labor tasks requiring sustained lifting, pushing and pulling, bending, crawling, climbing, standing, and walking; to lift and carry up to 75 pounds.

  • Perform physically demanding work activities involving sustained lifting, bending, standing, and walking in prevailing weather conditions.

  • Work safely in potentially hazardous areas and/or unpleasant environments.

EXAMINATION STEPS

  • Answers to the supplemental questions will be blind rated as the first step of the examination and weighted at 30%. The scores from the supplemental questions will be used to determine who will be called to the next step – the practical examination.

  • A limited number of the top-qualifying applicants will be called to a practical examination (weighted 70%) This will be an in-person activity and will be planned with the safety of applicants and employees involved. The activities will be conducted outside at the City of Everett Wastewater Treatment Plant. The first practical will tentatively take place April 16, 17, and 18, 2025.

  • All vacancies in this job class will be filled from the ranked Civil Service registers established from the examination processes. Names on the register are active for 12 months past certification.

IMPORTANT NOTES

  • A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register.  

  • The examination process is designed to sample and measure the requisite knowledge, skills, and abilities. 

  • Applicants claiming veterans’ preference points in accordance with RCW 41.04.010 as amended and meeting eligibility criteria must submit form DD214, or its equivalent or successor discharge paperwork, that characterizes his or her service as qualifying discharge as defined in RCW 73.04.005.

  • Hiring offers are contingent upon successful completion of a City-paid pre-employment physical.

  • This job classification is represented by Everett Municipal Employees Local 113, AFSCME.
