POSITION DESCRIPTION
POSITION/TITLE: PLANTS OPERATOR/UTILITY MAINTENANCE WORKER
DEPARTMENT: PUBLIC WORKS
REPORTS TO: PUBLIC WORKS DIRECTOR
UNION: YES- FLSA NON-EXEMPT
SALARY: $63,036 - $77,364 D.O.E.
GENERAL PURPOSE:
Performs regular and recurring tasks related to installation, repair, operation, and maintenance on streets, parks, water supply, water distribution, sewer collection, water/wastewater treatment plants, and other various City facilities.
SUPERVISION RECEIVED:
Works under the close supervision of the Public Works Director.
SUPERVISION EXCERCISED:
None.
ESSENTIAL DUTIES AND RESPONSIBILITES:
STREETS/PARKS
· Ensures the proper use and maintenance of all equipment.
· Drives/operates various sizes of vehicles and equipment. Mobilizes equipment and completes multiple tasks with trucks, dump trucks, backhoes, lawn mowers, tractors, etc.
· Performs routine inspections and preventative maintenance on assigned equipment and refers defects or needed repairs to supervisor.
· Performs required labor involved in construction, maintenance, and utility installations including building maintenance, pavement cutting, pot hole patching, ditch digging, manhole and line cleaning, water/sewer pipe repair, and backfilling.
· Installs and maintains street signs.
· Landscapes/maintains parks and other open space areas such as baseball fields, soccer fields, basketball courts, and tennis courts. Mows, weeds, cleans, paints, and maintains facilities used by the public.
· Performs routine maintenance on lawn and power equipment. Maintains and adjusts specialized turf care equipment and tools, including electric motors, pumps, sprinklers, tractors, mowers, and irrigation systems.
· Carries out the seeding, fertilizing, top dressing, soil conditioning, and watering of City operated open spaces.
· Applies pesticide in parks, streets, and other facilities.
· Maintains skills and knowledge in the proper, safe techniques of building and grounds maintenance functions.
· Maintains and repairs playground equipment to assure it is in safe working condition.
· Performs custodial work as required including, but not limited to, putting up flags/banners, changing light bulbs, sweep floors, vacuum carpets, mop, remove/replace garbage bags, clean and sanitizes restrooms, replenish supplies, clean spills, clean drinking fountains, and mirrors.
· Locks and unlocks City facilities as needed.
WATER/SEWER
· Daily operation of the Water and Wastewater Treatment Plant.
· Collects routine water samples for testing. Reports results to the proper authorities.
· Determines location of various utilities such as storm, water, and sewer lines. Marks and notifies appropriate personnel prior to excavation.
· Installs, reads, and performs water meter maintenance and testing. Communicates with customers regarding water meters, readings, and shut offs.
· Communicates with residents and business owners regarding disruption in water and/or sewer services.
· Installs, repairs, and maintains water distribution hardware (i.e. pipes, valves, fittings, etc.) through various means including, but not limited to, cutting, fitting, laying, tapping, cleaning, flushing, and replacing.
· Operates a variety of power tools utilized in the construction and maintenance of the water, sewer, and street departments.
· Performs all duties in conformance to appropriate safety and security standards.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(A) Graduation from high school or GED equivalent and
(B) Four (4) years of experience in utility maintenance/plants operation, related fields, or
(C) Any equivalent combination of education and experience.
(D) Washington State Certifications: WWTPO 1, WTPO 1, WDM 1
Necessary Knowledge, Skills, and Abilities:
(A) Some knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, construction and repair activities.
(B) Skill in the operation of the listed equipment.
(C) Ability to work independently and to complete daily activities according to work schedule, ability to lift heavy objects, walk and stand for long periods of time, and to perform strenuous physical labor under adverse field conditions, ability to communicate orally and in writing, ability to use equipment and tools properly and safely, ability to understand, follow, and transmit written and oral instructions, ability to establish effective working relationships with employees, supervisors, and the public.
SPECIAL REQUIREMENTS
A valid state driver's license or ability to obtain one by start of employment. Public Operator Pesticide Certification or the ability to obtain one, Certification as a Water Distribution Specialist II or the ability to obtain one, certification as a Waste Water Operator group II or the ability to obtain one, valid first aid and CPR certification, working knowledge of first aid and applicable safety precautions, Washington State Valid Flaggers Card or the ability to obtain one.
DESIRED QUALIFICATIONS
Commercial Driver’s License (CDL) Endorsement or the ability to obtain one.
TOOLS AND EQUIPMENT USED
Motorized vehicles and equipment, including dump truck, van utility truck, plate compactor, street roller, man lift, saws, pump, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, back hoe, lawn and landscaping equipment, including tractors, mowers, chainsaw, edger's, weed trimmers, electric motors, pumps, sprinklers, irrigation systems, miscellaneous hand and power tools for turf maintenance, carpentry, painting, plumbing, janitorial equipment including vacuums, mops, brooms, power and hand pesticide sprayers.
