Overview

Overview :

Develops, manages, and promotes several environmental programs and initiatives within the Public Works Department, including but not limited to : Storm Water Management Program, Water Conservation, Backflow Prevention Program, Household and Solid Waste Management, Community Education, Tree Preservation and Protection, Drought Contingency, etc

Essential Duties and Responsibilities :

  • Plan, implement and monitor the Municipal Separate Storm Sewer System (MS4) program to ensure compliance with local, state, and federal regulatory requirements.
  • Perform construction site inspections, as required.
  • Responsible for permit regulation relating to the City's storm water permit. Collect data and educate community on best management practices for improving water quality.
  • Review and approve tree preservation plans on a city staff level to then present proposed tree plans to the Planning & Zoning Commission and City Council for recommendation and / or final approval.
  • Manage the City's Backflow Prevention Program by maintaining test records and ensuring local, state, and federal regulatory compliance along with TCEQ regulations.
  • Develop and coordinate water conservation and drought contingency programs.
  • Evaluate current policies and procedures and make recommendations as needed to accommodate best practices and to set goals for programs.
  • Represent the City as a liaison to other local agencies involved in cooperative conservation programs.
  • Promote conservation through presentations and development of reports for public distribution.
  • Collect, interpret, and analyze water use data to ensure the water department is meeting conservation goals. Ensure municipality remains current in Federal, State and Local regulations.
  • Maintain relationships with environmental agencies while staying informed on environmental legislation and practice updates.
  • Assist with coordinating public relations and education activities for all programs to assure the City's key messages reach the public regarding environmental issues.
  • Develops and coordinates media strategies and outreach campaigns.
  • Assist with the preparation of newsletters and press releases; coordinates with local vendors, schools and other local and regional groups involved.
  • Manages the City's annual household hazardous waste collection event to include coordinating with contracted trash service, third party waste disposal vendor, and event volunteers.
  • Develop budget and timeline for environmental operations, implement and investigate environmental concerns that develop within the city and create action plans.
  • Develop and submit all necessary reports to meet established deadlines.
  • Perform other duties as assigned

Minimum Qualifications :

  • Valid Texas Class C Driver's License
  • A bachelor's degree from an accredited college or university, with a major in a natural or physical science, engineering, environmental studies, or related field.
  • Minimum of three (3 ) years of experience involving program management, office management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must obtain CISEC in training designation within one (1) year of hire.
  • Preferred Qualifications :

  • Knowledge of large-scale program management principles related to environmental compliance.
  • Knowledge of local, state, and federal governmental rules and regulations relating to environmental compliance requirements.
  • Knowledge of modern records management techniques.
  • Knowledge of MS4 Program requirements.
  • Knowledge regarding backflow prevention, tree preservation and protection, and water conservation goals, strategies, practices, requirements, and procedures.
  • Knowledge of best practices and procedures for managing a household hazardous waste program.
  • Ability to organize, implement, and direct programs and activities
  • Ability to read and interpret complex federal, state, and local regulations to ensure compliance with minimal supervision.
  • Strong written and verbal communication skills along with the ability to have strong customer service skills and working relationships in interacting with co-workers, the public, and outside agencies.
  • Physical Demands :

  • Typically requires sitting, talking, hearing, seeing, standing, walking, driving, use of and ability to operate office equipment and machines.
  • May require occasional lifting, lowering, pushing, or pulling of 25 - 50lbs. and occasionally up to 75 lbs.
  • Work Environment :

  • 70% of work will be performed indoors at the office.
  • 30% of work will be performed outdoors or in the field.
  • Subject to outside weather conditions
