JOB SUMMARY 

This is a promoted position responsible for supervising and training personnel and for all tasks associated with initiating emergency response to include answering emergency and non-emergency calls, providing life-saving instructions, responding to and dispatching public safety personnel, responding to general requests for assistance and information, and maintaining critical records for the administration of public safety.
 
This job description designates this position as a supervisor and therefore individuals in this position must have full understanding of all the requirements of the positions it supervises.ESSENTIAL JOB FUNCTIONS

  • Supervises, evaluates, and counsels Dispatchers, Recruit Dispatchers and Call Takers. 
  •  Oversees, assigns, and directs room operations and completes documentation and reports as necessary. 
  • Maintains the day-to-day updates of the schedule ensuring adequate shift coverage; completes the mandatory on-call schedule and oversees shift payroll. 
  • Troubleshoots equipment and reports the need for maintenance and repair.
  • Assists Center administrative staff with the decisions that affect all aspects of center business and operations. 
  • Oversees completion of day-to-day housekeeping duties. 
  • Trains new employees and coordinates their training needs with the Dispatch Manager or designee; completes Daily Observation Reports to record training progress. 
  • Conducts in-service training for the dispatch department. 
  • Assists with regional public safety seminars, workshops, and job fairs. 
  • Operates enhanced 911 telephone system with multi-screen controls; answers emergency and nonemergency calls for service; determines location and nature of call; provides emergency instruction; obtains and records vital information. 
  • Dispatches calls to appropriate agency utilizing Computer Aided Dispatch (CAD) and two-way radio system; relays updates call information; maintains status of field units in CAD emphasizing responder and public safety and accuracy. 
  • Enters field-initiated calls for service; initiates NCIC/APSIN queries as necessary; relays pertinent information to responders; maintains status of field units in CAD emphasizing responder and public safety and accuracy. 
  • Operates NCIC/APSIN databases to retrieve and disseminate information necessary to conduct Public Safety operations. 
  • Operates two-way Public Safety radio system with multi-screen controls linking communications for interoperability as necessary. 
  • Monitors multiple public safety and non-public safety talk groups in addition to primary radio assignment; enters calls for service received via radio from non-public safety entities. 
  • Initiates CAD entries regarding calls for service, creating the foundation for reporting; utilizes CAD to research historical incidents and notifications, providing information and increased responder safety. 
  • Monitors severe weather alert systems;
  • Initiates public safety notifications via Rave platform.
  • Performs general office duties, to include faxing, copying, filing, shredding, scanning, and email correspondence. 
  • Performs other related duties as assigned.
  • Utilize Priority Dispatch protocols per Academy Standards.

Candidates hired must satisfactorily demonstrate these factors during a prescribed probationary period for continued employment.

  • Ability to prioritize and assign work and to effectively communicate with subordinates to effectively ensure policy and procedure compliance.

  • Knowledge of Fairbanks Emergency Communications Center policy and procedures.
  • General office skills such as filing, typing, copying, composing correspondence, faxing, etc.

  • Evaluation skills - ability to evaluate performance and progress of probationary communications employees compared to standards to assess the need for remediation or additional training.

  • Team dynamics - ability to work as part of a cohesive unit consisting of disparate personalities, levels of experience, and skill toward a common goal.

  • Ability for instant and accurate recall of information to be recorded, relayed, or disseminated.
  • Ability to read and comprehend maps and utilize mapping software.
  • Ability to view multiple screens and utilize multiple input/output devices such as keyboards and mice to perform the dispatch function.
  • Advanced call taking skills; ability to create an environment which is conducive to gathering information from highly emotional callers.
  • Ability to spot-check completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
MINIMUM QUALIFICATIONS

Persons applying for this position must meet the following criteria:

  • Must be a U.S. citizen.
  • Possess a high school diploma or GED.
  • One year of clerical, customer service, public contact experience, or related education.
  • Minimum typing speed of 50 words per minute with a maximum of 4 errors.  Applicants will be required to take a typing test from an approved agency as part of the hiring process. 
  • Ability to obtain a security clearance for access to the Alaska Public Safety Information Network (APSIN) and the National Crime Information Center (NCIC) systems.
  • Related experience which demonstrates the ability to perform the job duties.
  • Three years of responsible experience as a dispatcher.
  • Supervisory experience.  Supervisory or management-level training may be substituted for experience.
  • Must be able to pass a background investigation.
  • Ability to obtain Communications Training Officers and Communications Center Supervisor certification within 12 months of appointment.
  • Applicants may be referred for drug testing as part of the screening process.  The Fairbanks Emergency Communications Center is a drug-free workplace.  Illicit drug use, to include the use of marijuana, will exclude an otherwise eligible candidate from hire.
WORK ENVIRONMENT AND PHYSICAL DEMANDS

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects and uses tools or equipment requiring a high degree of dexterity.
  • The work is typically performed in a communications center, a large open room containing multiple workstations.

In addition to the typical sensory requirements of working in the environment:
  • Job duties require a visual acuity and field of vision that allows for the clarity and sharpness of vision necessary to read and enter data in both print and electronic forms on a variety of interfaces.
  • Job duties require the ability to communicate orally and speak clearly and effectively.
  • Hearing must follow the National Emergency Number Association's (NENA) Hearing Standards for Public Safety Telecommunicators.
  • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.
