What are the responsibilities and job description for the Manager of Waterfront Operations position at City of Fairfield, CT?
The Manager of Waterfront Operations coordinates the various aspects of the waterfront operations at the Fairfield waterfronts, Town Marina's concession and boat storage areas, including organizing and conducting on-the-job-training for lifeguards, supervising full time and seasonal employees, scheduling lifeguards, and reporting maintenance and other needs at the waterfront to the Chief of Community Services. The incumbent will oversee waterfront and cross-channel operations and will assist with the preparation of short and long-range plans for all marine operations.
- Manages waterfront and cross-channel marine personnel to ensure proper coverage and operations.
- Reports any maintenance concerns to the Department of Public Works as needed.
- Supervises the safe and efficient loading and unloading of boats using proper lifting equipment.
- Assigns storage spaces based on boat size and type, ensuring proper placement and security.
- Assigns and monitors storage rental spaces for wet and dry slips and maintains accurate records of all rental agreements.
- Responds directly to waterfront emergencies and boating safety situations involving Town marinas, boat launches and related marina facilities.
- Trains all gate attendants on proper money handling procedures, and high level of customer service.
- Performs complex and highly sensitive labor-management and project work.
- Maintain currency of policy and practice with the organizational needs of the Town and with applicable federal and State laws, Town Charter, and Town ordinances.
- Manages and maintains waterfront equipment and ensures compliance with all applicable rules and regulations regarding maintenance and use of equipment.
- Conducts regular inspections of stored boats to identify potential damage or maintenance needs.
- Assists in ensuring all seasonal boater dockage contracts and registrations has been received and ensures all records are kept organized and up to date.
- Manages a maintenance schedule for facility grounds, docks, and equipment.
- Works with Recreation Coordinators and Recreation Manager in developing and staffing appropriate interest groups at the waterfront.
- Serves as the authority on safety at the Waterfront, working closely with staff to ensure safety standards and procedures are understood and maintained at all times.
- Maximizes slip and rack rental occupancy and ensures that rental space is most effectively utilized.
- Develops, recommends, implements and oversees the administration of Department policies and guidelines.
- Manages, provides for training, development, performance evaluation, and ensures accountability of department employees; makes recommendations for the hiring, promotion, disciplinary action, and termination of personnel.
- Assists Human Resources with negotiations and related matters for assigned bargaining units, including presenting/testifying on behalf of management for arbitration and/or before State Boards/Agencies.

KNOWLEDGE, SKILLS AND ABILITIES
- Thorough knowledge of Federal and State boating laws, OSHA Regulations and Town boating and marina ordinances.
- Strong working knowledge of waterfront and marina operations and proven management background.
- Thorough knowledge of general boat handling, mooring and docking practices applicable to the operation and use of Marina facilities.
- Possesses considerable knowledge of all the rules and regulations pertaining to safe waterfront operations.
- Knowledge of standard safety precautions and first aid procedures.
Qualifications
- Bachelor’s Degree fromanaccreditedfour-yearcollegewithmajorstudyinthefieldof Business or Public Administration with a minimum high school graduation or GED equivalent required. Trade certification may substitute for some college.
- Minimum five (5) years of experience working in municipal water operations or marine industry, preferably with boat handling and storage operations.
- Minimum three (3) years of experience related to supervisory, customer service and marina operations preferably with a government or public agency.
- Certified in Red Cross or comparable association, Lifeguard Training, Standard Adult and Pediatric First Aid, and C.P.R. for the professional rescuer (or American Heart CPR for Healthcare Providers) are preferred.
- Boating experience and knowledge of marine safety regulations is preferred.
- Mechanical aptitude and knowledge of basic boat maintenance procedures.
- Excellent administrative, communication and organizational skills.
SCHEDULE
- Monday-Friday, 8:30AM-4:30PM. (This position will require flexibility to work weekends, select holidays and irregular hours as needed, with the most active time frame being the months of May through September).
