Performs skilled accounting tasks involving the application of governmental accounting principles to the maintenance of financial accounts and records. Responsible with minimal supervision for the preparation and processing of utility billing, accounts payable and receivable, cash receipts, capital assets, special assessments, general accounting reconciliations and other related accounting tasks.

Accounts Payable

ESSENTIAL DUTIES AND RESPONSIBILITIES
Accounts Payable
- Review all incoming invoice payment requests including review of payments requests for accuracy and compliance, proper documentation and determination of applicable taxes through Laserfiche workflow.
- Process accounts payable and generate computerized check and ACH payments.
- Prepare positive pay file
- Prepare memo and check listing for biweekly council approval.
- Reconcile monthly vendor statements.
- Prepare monthly payments of sales and use tax, fuel tax, lodging tax and calculation of monthly fuel distribution.
- Obtain and maintain tax identification numbers (W9’s).
- Prepare annual 1099’s.
- Provide courteous and helpful customer service to all residents seeking information or assistance from the City in person or by telephone and assist customers with on-line bill payments.
- Calculate and process utility billing, final billing, penalties, adjustments, and delinquent notices.
- Assist utility customers with moving or payment arrangements, schedule appointments, complete service orders, and other inquiries as needed.
- Process work orders for connection or disconnection of delinquent utility accounts.
- Set up ACH account payments for utility customers.
- Process monthly direct debit file for bank.
- Complete utility search inquiries for assessments searches.
- Prepare the annual special assessment delinquent listing for certification to the County.
- Complete set up of new meters and deletion of old meters in coordination with Public Works.
- Prepare daily cash reports, accounts receivable reports, and other miscellaneous reports as needed or requested.
- Process account receivable invoices and statements including review of supporting documentation for completeness and accuracy.
- Monitor aged listing of receivables.
- Prepare annual special assessment delinquent listing for certification to the County
- Perform daily reconciliation of cash receipting.
- Prepare special assessment searches, maintenance of special assessment rolls and reconciliations to the general ledger.
- Assist with maintenance of capital asset additions, deletions, and transfers.
- Prepare journal entries as needed.
- Complete reconciliations of subsidiary systems to the general ledger.
- Prepare annual 1098’s
- Provide backup coverage at reception desk as needed.
- Performs other duties as assigned or apparent.
- Two years related accounting experience
- Two years experience with accounting software and data entry
- Associate degree or higher in business or accounting
- Two years municipal accounting experience
- Ability to communicate effectively and professionally, and to establish and maintain effective working relationships with co-workers and members of the public.
- Ability to communicate effectively orally and in writing.
- Experience with an automated office environment, including applicable computer software and Microsoft Office Suite.
- Ability to work independently.
- Ability to prioritize work tasks.
- Ability to accurately record and maintain records.
- Strong organizational skills.
- Mathematical skills to complete computations and tabulations with speed and accuracy.
