Position Summary

Under general supervision, the Construction Manager is responsible for planning, coordinating, and the inspection of Public Works maintenance and capital improvement program (CIP) construction projects ensuring they are executed efficiently, safely, and in compliance with all applicable regulations and standards. The construction manager also oversees the construction of all public improvements associated with private developments to ensure compliance with city standards. This position requires expertise in managing diverse projects, including infrastructure development, public works facilities, and utility installations. The Construction Manager works collaboratively with contractors, consultants, and city departments to deliver projects on schedule, within budget, and to the highest quality standards. Provides emergency response to Public Works issues after hours which include but is not limited to all street problems, potholes, trees down, signals, signs, water and sewer issues.

Essential Job Functions

  • Develops comprehensive project plans, including timelines, budgets, and resource allocations. Coordinates with engineering, architectural, and public works teams to align construction activities with municipal goals. Monitors project progress through regular site inspections and status updates. Ensures compliance with construction plans, specifications, safety standards, and regulatory requirements for both CIP projects as well as development projects.

  • Addresses and resolves on-site issues, including unforeseen technical challenges or delays. Serves as the primary point of contact between the city, contractors, consultants, and community stakeholders. Communicates project updates to Public Works leadership and the public, addressing concerns effectively. Prepares and manages project budgets, ensuring fiscal accountability. Reviews, negotiates, and approves contracts, change orders, and invoices. Implements quality control measures to ensure project deliverables meet specified standards. Identify potential risks and develop strategies to mitigate them proactively.

  • Supervises staff, which includes prioritizing and assigning work, conducts performance evaluations, ensures staff is trained; ensures employees follow policies and procedures; maintains a healthy and safe working environment; and makes hiring, termination, and disciplinary decisions and recommendations. Trains and instructs new construction inspectors.

  • Inspects construction on water, sewer and storm sewer installation, paving, drainage, landscape, irrigation, franchise utilities and other infrastructure for both CIP and development projects; checks barricades at lane closures; coordinates work between two or more contractors, schedules testing lab for on-site testing; checking on site materials; and measures quantities.

  • Attends pre-construction meetings; conducts on site pre-construction meetings, reviews batch designs, views video tapes of job site conditions, sewer tapes, traffic control plans, trench safety plans, and monthly pay requests; fills out daily reports; answers complaints from residents and businesses; and assists contractors in solving problems.

  • Performs Operations Manager functions when needed.

  • Generates overall ratings for the general condition of the street and the street surface.

Education and Experience

Work requires knowledge of a specific vocational, administrative, or technical nature that may be obtained with six- months/one year of advanced study or training past the high school equivalency.


Five (5) years of progressively responsible experience in construction inspection and management of Public Works, Development or CIP projects, including supervisory responsibility.

Knowledge, Skills and Abilities

  • Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

  • This position normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties.

  • Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision- making abilities appropriate to the work environment of the organization.

  • Intermediate ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias and to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Basic ability to write simple sentences containing subject, verb, and object, and/or a series of numbers, names, and addresses.

  • Good knowledge of the principles, methods, materials, and techniques of the highway/utility construction trades; good knowledge of engineering construction terms. Ability to read and interpret engineering plans and specifications; ability to compile engineering data from a variety of sources; ability to identify defects and hazards associated with construction projects.

Special Requirements:

This position is classified as a safety-sensitive position and is subject to random drug and alcohol testing during employment.

Licenses and Certificates:
Valid driver's license with good driving record and ability to maintain while employed.

Work Environment:
Work involves exposure to disagreeable elements, and extreme weather conditions. Involves continuous outdoor work with frequent exposure to poor weather conditions. Physical demands include frequent lifting of heavy objects weighing up to 50 lbs. Continuous physical exertion, requiring muscular effort with resulting fatigue of arms, back, or sensory facilities. Sufficient physical stamina to walk a majority of the work day. Requires sitting, standing, walking, reaching, bending.
