What are the responsibilities and job description for the Payroll Systems Administrator position at City of Farmers Branch?
Prepares, reviews and executes bi-weekly payroll processes to assure timely and accurate processing of payroll transactions including salaries, adjustments, overtime, leave use, benefits, garnishments, taxes, and other deductions. Reviews, processes and issues bi-weekly and out-of-cycle payrolls, terminal pays and retroactive payments. Reviews timesheet entries, approvals and processes corrections as needed.
Maintains compliance with all payroll tax regulations and activities, including the calculation, input, audit, reporting and filing of all local, state or federal payroll tax payments, records and reports. Prepares and processes monthly, quarterly and annual payments and reports including but not limited to Texas Workforce Commission, , Medicare, Texas Municipal Retirement System, W-2s, Affordable Care Act (ACA) reporting, and preparation of Form 941.
Prepares, inputs and processes payroll payments for and Medicare records, federal income tax (FIT) withholding records, Texas Municipal Retirement System (TMRS) withholdings, deferred compensation, child support (and legal withholding) payments, benefits and various other payroll deductions.
Updates and enters employee, position and HR records by accurately processing salary, position, benefit and other related personnel changes in the City’s HRIS system, Tyler MUNIS. Responsible for processing HRIS requests from other City departments. Serves as system liaison with IT personnel for upgrades and system configurations.
Provides support to department projects and initiatives related to Human Resources functions, as necessary.
Associate’s Degree from an accredited university or college in business, public administration, finance, computer science, or a similar field.
2 years of experience processing payroll functions.
Certified Payroll Professional (CPP) and experience with Executime software strongly preferred.
Any equivalent combination of education or experience as listed above.
Proficient with Microsoft Office Suite, Tyler Munis, and related software's.
Knowledge of basic and advanced payroll practices and procedures.
Knowledge of payroll laws regarding deductions, taxes, garnishments, and workers compensation.
Knowledge of FLSA rules and regulations.
Knowledge of overtime and compensatory time for public sector employees.
Knowledge of computers and related equipment, hardware and software for data processing and tracking of payroll, leave, benefits, taxes and garnishments.
Knowledge of City policies and procedures.
Ability to interpret City policies and procedures.
Knowledge of mathematics, grammar, and ability to comprehend basic instruction. Excellent verbal and written communication skills and interpersonal-customer service skills.
Excellent organizational skills and attention to detail.
Excellent time management skills with a proven ability to meet deadlines and prioritize tasks.
