JOB DUTIES
The Police Real Time Crime Center (RTCC) Operator performs technology-based investigative work in real-time to support both the Emergency Communications Center's dispatch of calls for service and the response to those calls by public safety units. The job frequently involves monitoring video cameras to detect criminal or suspicious activity, processing analytical queries contemporaneous with events, and relaying key information to responding law enforcement officers via radio.
RTCC staff are trusted to collect relevant information and make timely decisions while working in a multifaceted technology-driven environment. Work includes proactively monitoring, operating, and interpreting multiple interactive software systems, recognizing possible crimes in progress including violent crimes, damage to infrastructure or property, public disturbances, and serious traffic accidents, and evaluating computer-aided dispatch (CAD) calls or incoming 911 calls to determine if additional intelligence can be gathered and provided to responding officers. Examining relevant videos, uploading videos to evidence repositories, and authoring supplement incident reports and testimony in related investigations and cases.
This position is distinguished from a Public Safety 911 Operator by the latter's responsibility for receiving incoming calls from the public and gathering information from the caller to determine if an officer should be dispatched.
Distinguishing Characteristics
- The operator works under the supervision of the Real-Time Crime Center (RTCC) Supervisor and monitors calls for services as they come to the attention of the San Juan County Emergency Communications Center.
- The operator works with various surveillance camera systems, investigative software platforms, and radio technology.
- During the response and early investigative stages of a call for service, the operator provides information to the first responders and Communications dispatchers related to crime and crime in progress.
- The operator works rotating shifts, including weekends and holidays.

QUALIFICATIONS
This position is subject to the City's Drug and Alcohol-Free Workplace Program which includes : pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
This position has the responsibility to participate in and comply with the City's Environmental, Health, and Safety program.
Graduation from an accredited four-year college or university with major coursework in Criminal Justice Administration, Business or Public Administration, GIS mapping, Information Technology, Computer Science, Statistics, or a related field is preferred or an equivalent combination of education and experience sufficient to perform job duties.
Valid state driver's license with an acceptable driving record for the past three years.
Work experience in law enforcement or the criminal justice system is preferred. Experience in crime analysis, crime investigation, intelligence analysis, or GIS experience in law enforcement, military, government, or education is preferred.
Work experience performing statistical analysis and research including analyzing data, developing recommendations, implementing strategies, and preparing reports of findings is preferred.
Professional certifications such as IACA Law Enforcement Analyst (CLEA) or IALEIA Basic certification is preferred.
Any combination of training, education, and experience which is equivalent to the employment standards listed above, and which provides the required knowledge and abilities, will be deemed acceptable for this position.
Knowledge in data analysis, data management and retrieval, research methods, theory, and statistics as well as the ability to conduct complex statistical and analytical studies.
Ability to collect, conceptualize, analyze, interpret, and prepare police data. Ability to utilize data to evaluate manpower allocation, problem-solving effort effectiveness, and make recommendations to increase effectiveness and efficiency of police operations.
Knowledge of computer data systems, statistical analysis, and geographic information systems.
Knowledge of methods and techniques of program and project management, including development of objectives related to crime prevention methods and procedures, the monitoring of programs and projects, and critical analysis and evaluation methods.
Excellent writing skills with the ability to communicate effectively orally and in writing; ability to establish and maintain effective working relationships with coworkers, supervisors, other City personnel, and members of the public; ability to exercise sound judgment in evaluating situations and in making decisions; ability to follow and give verbal and written instructions.
Word processing, typing, and computer skills necessary. Ability to use proper spelling, punctuation, grammar, arithmetic, statistical analysis, and business English required. Ability to learn and apply technical terminology and information specifically related to police work.
Ability to effectively and discreetly handle confidential information.
Ability to interpret and explain relevant City and Department policies and procedures along with local and state ordinances and statutes, as they apply to crime analysis, law enforcement operations, and intelligence networks and databases.
Develop and implement training as required to meet objectives.
Knowledge of modern office practices, methods, and equipment including personal computer hardware and software.
Ability to demonstrate knowledge of principles and practices of workplace safety.
Techniques for providing a high level of customer service and customer focus.
Ability to travel.
Extensive background checks are required.
TOOLS AND EQUIPMENT USED
Skill and proficiency in operation of the mainframe computer terminal (AS 400); personal computer, including word processing and spread sheeting software, specifically the suite of Microsoft Office software products with extensive Excel knowledge; PowerDMS; copy machine; fax machine; calculator, and motor vehicle. Must also have extensive knowledge and experience in LERMS, mobile, and other New World-based systems. Must be familiar with Iyetek crash reporting software and the TraCS program.
Ability to learn and implement intelligence software to include but not limited to, TLO, LeadsOnline, LEEP, RISS Net, NCIC, etc.
