JOB DUTIES
The City of Farmington reserves the right to hire at either the Engineer or Senior Engineer level, depending on experience and qualifications.
ESSENTIAL DUTIES
Follows established safety protocols and policies set forth by the Utility and as required for the job. Must embrace and work with a "safety first" mentality. Attendance at specific safety training will be mandatory.
Manage substation design and construction projects, perform administrative and field advising work to coordinate and supervise the development, installation, and maintenance of existing and new construction of the Electric Department's electric substation facilities and related electric transmission and distribution facilities.
Work under the administrative supervision of the Electrical Engineering Manager. Collaborate with coworkers and industry peers to see that projects are completed successfully.
Plan, prepare, recommend, and design the expansion, repair, maintenance, and modification of the Electric Utility's substation facilities, infrastructure, and related transmission and distribution facilities. Emphasis will be on the electric substation facilities, but knowledge of other system facilities that integrate into the design and construction of substations will be required.
Use computer-aided design software to design substation expansions and components.
Design and recommend designs for electric substations, including but not limited to grading, foundations, grounding, electrical conduit plans, steel structures, equipment such as breakers, switches and transformers, electrical conductors, insulators, and connectors. Similar designs will likely be required for transmission switching and substations.
Design and recommend designs for transmission lines, in-line equipment, and their interface with substations/switchyards.
Recommend, specify, and/or design the placement or replacement of transmission switches and transmission reclosers for line sectionalizing.
Develop equipment specifications and material lists, initiate material purchasing, and follow through with material reception, deployment, and installation.
Develop substation construction methods and standards. Develop transmission construction standards.
Evaluate material bidding documents and recommend material purchases.
Provide NESC code assistance and interpretation.
Provide assistance and make recommendations for the annual capital budget, and become familiar with the annual operating budget development process.
Interpret and help the Utility meet NERC/FERC/WECC Compliance Standards, especially concerning the FEUS 115kV BES. Create, retain, and submit key documents and information as evidence for WECC Audits and Compliance requirements.
Keep informed of all local, state, and federal regulations regarding environmental matters that affect the Electric Utility and advise all Electric Utility personnel of their duties and responsibilities regarding environmental programs, rules, and regulations, including a critique of all new regulations for the Engineering Manager.
Review switching procedures to ensure personnel safety and proper and safe operation of in-service equipment.
Assists in the installation and startup of electric facilities, including switches, breakers, fuses, transformers, and commissioning of substations.
Review "as built" drawings.
Initiate safety incident reports and perform root-cause analyses on safety incidents, including near misses and system outages. Present findings to Management, PUC, City Council, the General Public, or other interested parties as directed.
Using excellent customer service skills, establish and maintain effective working relationships with other employees, management group, officials, and members of the general public as assigned.
Operate a motor vehicle to assist in carrying out the department's business and that of the City.
Attendance at work is an essential function of this position.
TOOLS AND EQUIPMENT USED
Motor vehicle, personal computer including email, Internet, word processing, spreadsheets, virtual meeting applications, AutoCAD, (Alcoa) Sag and Tension software, and other engineering software; Telephone, smartphone, calculator, measuring wheel, field measuring tape, fax, copier, paper shredder, binoculars, and PPE including hard hat, safety glasses, safety vest, and hard-toe shoes.
NON-ESSENTIAL DUTIES
Occasional travel is required to attend schools, conferences, and meetings.
Recommend testing for the commissioning, diagnosing, and maintaining substation equipment and interpret the test results.
Keep assigned vehicles clean and responsible for scheduling maintenance.

QUALIFICATIONS
This position is subject to the City's Drug and Alcohol-Free Workplace Program. This includes pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.
Extensive background checks are required.
Senior Substation Engineer: Graduation from an ABET-accredited four-year college or university with a degree in engineering and licensed in the State of New Mexico as a Professional Engineer with a minimum of four years of experience as an engineer with an electric utility company or similar.
Substation Engineer: Graduation from an ABET-accredited four-year college or university with a degree in engineering and two years of progressively responsible work as an engineer.
Qualifications for all positions:
General knowledge of personal computer and software packages. Experience with AutoCAD or other drawing software.
Must possess and maintain a valid driver's license with an acceptable driving record.
Ability to work under stress and handle stressful situations.
Ability to meet deadlines.
Must demonstrate ability to communicate with others through oral and written media.
Must respond to night and weekend call-outs for system emergencies.
Must possess the ability to establish and maintain effective working relationships with co-workers, supervisors, outside entities, and the public.
Ability to operate tools and equipment listed.

May occasionally have to work for extended periods on ladders, in confined spaces, standing or lying on the back. Equipment installed in substations may be in proximity to energized, high-voltage equipment requiring knowledge and utilization of safe working practices.
The noise level in the field work environment is occasionally moderate to loud while working around traffic, heavy equipment, and possibly drilling rigs. The noise level in the office setting is quiet.
