Description

POSITION PURPOSE AND OBJECTIVES

Under general direction of the Public Works Director, Water, Streets or Parks Supervisors on a project-by project-basis, this position is responsible for performing a wide range of apprentice level semi- skilled duties. Such duties are related to construction, installation, maintenance and repair of city streets, water system, parks, cemetery, public grounds, as well as maintenance, repair and delivery of garbage and recycling cans; May provide immediate supervision to Maintenance Worker I’s when authorized on a case-by-case- basis.

ESSENTIAL DUTIES & FUNCTIONS

  1. Delivers new and extra garbage containers.  Picks up containers that are no longer needed; repairs broken ones and orders new ones.  Maintains garbage container inventory and completes inventory for utility billing purposes.  Monitors for theft of services.
  2. Maintains good working relationship with garbage hauler contractor.  Notifies contractor when service begins in a new subdivision.  Helps garbage truck during inclement weather. 
  3. Transports and deposits various construction materials such as sand, salt, gravel, dirt, etc; performs hot mix patching, storm drain cleaning, sidewalk and curb repair and construction, snow and ice control, general street maintenance, cold mix patching, debris collection and water system maintenance.
  4. Checks and services assigned equipment; performs routine maintenance and emergency repairs; reports mechanical problems for shop repair. Assists as a mechanic helper or apprentice as needed to respond to seasonal demands for fleet maintenance.
  5. Installs and maintains street signs, prepares proper barricading for streets, water and related public works projects; performs general maintenance functions such as painting, raking asphalt, pouring and finishing cement, cleaning of storm sewer inlet boxes, cleaning gutters, and assists in the cleaning and maintenance of shop and surrounding site.
  6. Deals appropriately with people in situations that may, at times, become confrontational, stressful or uncomfortable.
  7. On after-hour call outs, analyzes problems, determines staffing and equipment needed, if any, and makes appropriate arrangements, and oversees the project until it is completed.
  8. Manages numerous tasks and assignments at a time with frequent interruptions.
  9. Work may require an exposure to stressful circumstances, including the meeting of deadlines, other stressful work conditions and contact with the public or other employees in negative situations.
  10. Must work the days and hours necessary to perform responsibilities. Must be available to respond to calls as needed after regular working hours.
  11. Performs other duties as assigned.

Qualifications


QUALIFICATIONS:

Education:  Requires graduation from high school or equivalent.

Experience: Requires two (2) years of progressively responsible experience in a field directly related to above duties or an equivalent combination of education and experience.

Certifications/Licenses:

  • Must possess and maintain a valid Utah Driver License. 
  • Must possess and maintain a Utah Commercial Driver’s License (CDL).
  • Must possess Grade 1 Level Water Certification and other appropriate certifications in accordance with City policy.  

Knowledge of: Drawings and specifications, grades, machinery, materials, and techniques and methods of constructing roads, drainage systems, culverts, etc.; practices, tools and techniques used in street maintenance and construction, water system maintenance operations, storm water maintenance, or sign maintenance and repair, as applicable.  Knowledge of confined space regulations and other safety related OSHA requirements. 

Responsible for: Completion of maintenance and construction assignments requiring the use of a variety of hand tools and light to heavy equipment.       

Communication Skills: Frequent contact with local citizens and other employees within the department, requiring tact and judgement.  Establish effective working relationships with other department employees, elected officials and personnel from other agencies and the public.

Tools, Machines, Equipment Operation: Ability to operate various types of light to heavy duty equipment, such as lawn sweepers, lawn mowers, rollers, cement mixers, pick-ups, tractors and fork lifts.  Operates manual and power hand tools. 

Analytical Ability:  Communicate effectively both orally and in writing and follow written and verbal instructions.  

Working Conditions:

Physical Demands: While performing duties of this job, it may include walking over uneven terrain, standing or driving for extended periods of time, bending, pushing, pulling, stooping, and climbing in and out of trenches or manholes. Lift on a regular basis tools and equipment weighing as much as 50 pounds and occasionally as much as 100 pounds.

Work Environment: Job entails regular exposure to cold, heat, dust, fumes, and noise; constant exposure to deadlines; great pressure and fatigue during an average workday; frequent evening and/or weekend work is required; requires 24 hour on-call status for emergency situations; required to be on call on a rotating basis, staying within a reasonable response time and long hours at times.
