ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville supervisory positions require employees to demonstrate leadership competencies by exhibiting appropriate role modeling and setting proper examples. In addition, all City of Fayetteville positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of his or her own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:
- Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws.
- Develop and maintain knowledge of policies, procedures, municipal codes and ordinances necessary for the operations of the Code Compliance program.
- Oversee the scheduling and coordination of inspections, ensuring timely and thorough assessments of daily duties.
- Conduct complex inspections, as needed, and provide expertise to resolve challenging issues.
- As needed, present cases to City Council and work with the court system.
- Review and revise inspection processes and procedures to improve internal operations and customer service.
- Review staff compliance with all applicable laws, rules, regulations, standards, policies and procedures, and safety procedures.
- Train code compliance officers in proper inspection methods, issuance of violation notices, and case preparation.
- Coordinate educational opportunities for officers.
- Communicate with the general public, other City employees, management, and public officials to explain and administer provisions of the City’s codes and ordinances. Inform business and property owners on code violations and existing municipal ordinances relating to external health and sanitation issues.
- Review cases and schedule contractor services to complete the necessary work (mowing, debris removal, boarding up abandoned property) and process the necessary billing to citizens for contractor service provided.
- Direct and assist with preparation of written property status reports or other reports as assigned for presentation.
- Organize and maintain accurate records of property inspection activities.
- Inspect properties for violations of various City codes including property conditions, storage of vehicles, unsafe buildings, and zoning compliance.
- Seek remedies to property violations including but not limited to, correction letters and violation notices.
- Perform other duties as assigned.
- Secondary duties as assigned.
- High school diploma or GED and four years of related experience with a minimum of one year of supervisory or project management experience, or Bachelor's degree in a relevant field such as construction management, urban planning, or with minimum of one year of supervisory or project management experience.
- Valid Driver’s License.
- Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. 21-15-103 and A.C.A. 21-15-111.
- Ability to possess ICC Property Maintenance certification within one year of hire date.
- Ability to read, interpret and apply policies, procedures, codes, rules, and regulations.
- Ability to quickly learn and apply city codes and zoning regulations.
- Effectively communicate with others orally and in writing often under complex conditions that require good judgment.
- Ability to analyze situations, identify solutions, and make decisions to solve problems.
- Ability to work with mathematical concepts such as addition, subtraction, multiplication, and division. Ability to calculate area, percentages, rates, and ratios.
- Must be proficient in the use of a computer and software programs such as word processing and spreadsheets. Must be able to become proficient in the use of other software programs such as the City’s work order management system. Must be able to effectively operate standard office equipment.
- While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Vision abilities required to perform essential functions.
Salary : $50,315 - $75,192
