ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville supervisory positions require employees to demonstrate leadership competencies by exhibiting appropriate role modeling, and setting proper examples. **Position is a 5 year contract**Other essential duties of this position include the following:
- Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws.
- This position will be the primary administrator of the Federal Safe Streets and Roads for All funding to support Fayetteville’s vision zero road safety strategy to eliminate fatal and serious injury crashes.
- Lead and manage all aspects of the federal aid projects across various phases (planning, implementation, monitoring, reimbursements and closure) to ensure timely and successful delivery.
- Serve as the primary point of contact for internal teams, contractors, consultants, and federal agencies.
- Facilitate public outreach efforts, including community meetings, stakeholder engagement, and communication of project milestones and goals.
- Manage design consultants including schedules, reviewing plans and bid documents.
- Develop, manage, and monitor project budgets, ensuring that all financial resources are allocated properly and spent in accordance with federal funding requirements.
- Ensure all projects comply with federal, state, and local regulations, including procurement, environmental, and labor laws. Maintain accurate project documentation and reports as required by federal guidelines.
- Collaborate with key stakeholders, including federal agencies, design consultants, contractors, and community partners, to ensure smooth project execution and resolve issues that arise.
- Oversee the federal aid funding process, fund reimbursement, and reporting requirements for federal grants. Ensure financial and programmatic reports are submitted on time.
- Participate in bid preparation and the selection process of outside contractors including but not limited to architects, engineers, contract managers and construction contractors when needed. This includes the development and negotiation of contractual agreements.
- Monitor construction values, project contingency values, consultant contract values and land acquisition costs to develop a comprehensive project budget and cash flow for major construction projects.
- Study and interpret complex documents in order to recommend appropriate processes and procedures for compliance with State and Federal grants and City contracts.
- Develop reporting mechanisms that keep senior management, the Mayor, City Council and governmental and/or private financing agencies informed of the financial status of major construction projects.
- Monitor major construction project budgets to ensure that federal aid programs and grants are executed efficiently, within budget, and in compliance with all applicable regulations and guidelines.
- Maintain all contract files, review and coordinate approval of all contract payments and change orders for Federal aid compliance.
- Maintain multiple federal aid projects by reviewing and coordinating approval of all contract payments and change orders.
- Prepare and submit all necessary documentation for federal funding requests, progress reports, and reimbursement claims.
- Effectively present information to top management, public groups and/or elected officials.
- Troubleshoot issues that arise during project execution, including resolving conflicts, addressing delays, and managing scope changes.
- Perform other duties assigned.

- High School Diploma or GED with eight years of related experience with a minimum of two years of project management experience or Bachelor's degree in Transportation Planning, Public Administration, Accounting, Finance, Business, or related field from an accredited college or university with four years of related experience and two years of project management experience.
- Must possess a valid Driver’s License.
- Must successfully pass criminal background check, including but not limited to - convictions, guilty pleas or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. § 21-15-103 and A.C.A. 21-15-111.
- Possess a working knowledge of federal regulations governing public sector funding.
- Ability to interpret and apply federal, state, and local laws and regulations.
- Effectively communicate with others orally and in writing.

- While performing the functions of this job, the employee is regularly required to stand, sit and move from location to location. Must be able to regularly use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, or crouch. The employee is occasionally required to traverse uneven or undeveloped terrain such as a project construction site. The employee must occasionally lift and/or move up to 25 pounds.
