The City of Fayetteville is currently recruiting for an Assistant Public Services Director in the Traffic Services Division to plan, direct, manage, supervise and oversee the programs, activities, operations and services of the Traffic Services division of the Public Services department; to coordinate assigned activities with other city departments and outside agencies; and to provide highly responsible and complex administrative support to the Public Services Director. This position supports Deputy Public Services Director as needed and/or directed. Depending on qualifications, assume responsibility of all or select department functions in the absence of the Deputy and/or Public Services Director.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Assume management responsibility for Traffic Services Division and activities including traffic signs and signals, traffic and transportation engineering and planning, parking operations, street lighting, bicycle and pedestrian planning and associated project and construction management activities.
  • Coordinate traffic division activities closely with the roadway operation and maintenance division as directed. Provide staff support as necessary.
  • Monitor and evaluate the efficiency and effectiveness of assigned operations including service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Public Services Director and implement agreed upon improvements.
  • Direct and manage the development and implementation of goals, objectives, policies, and priorities for each assigned service area; establish, within city policy, appropriate service and staffing levels; allocate resources accordingly.
  • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
  • Represent the Public Services Department to other city departments, elected officials and outside agencies; explain, justify and defend Public Services department programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues.
  • Plan, direct and coordinate the planning design, construction and inspection, through subordinate level staff, the work plan; meet with management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; review and approve reports, plans and specifications; coordinate the planning and engineering of interdepartmental capital improvement projects; coordinate consultant selection.
  • Manage and participate in the development and administration of the budget; direct the forecast of additional funds needed for staffing, equipment, materials and supplies; direct the monitoring of and approve expenditures; direct the preparation and implementation of budgetary adjustments as necessary.
  • Coordinate division activities with those of other departments and outside agencies and organizations; provide staff assistance to the City Manager, Assistant City Manager and City Council as directed; prepare and present staff reports and other necessary correspondence.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Design and participate in the development of highly complex traffic plans and specifications; review and approve final documents.
  • Maintain a strategic perspective while focusing on problem identification and solving. Direct and participate in a variety of special projects related to the Public Services Department activities; write project specifications and assist in selection of staff; provide guidance and assistance to staff. Act independently with minimal guidance and supervision while maintaining appropriate communication to Director on sensitive or timely issues.
  • Perform non-scheduled/emergency response duties before, during and after emergency events including supervision of lower level staff and operations as needed in coordination with the Public Services Director and other Assistant or Deputy Public Services Directors. Will be expected to report to work on a rotational basis during inclement weather.

MINIMUM QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Six years of increasingly responsible experience in traffic or transportation engineering, civil engineering or a closely related field including at least four years of supervisory and administrative experience.

Training:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering, planning, or a related field. A Master’s degree is preferred.

LICENSING & CERTIFICATIONS:

Required:
Possession of an appropriate, valid driver’s license and ability to maintain insurability. Must have an acceptable driving record in accordance with City of Fayetteville driving standard. Click here (Download PDF reader) to view the City's driving standard.

North Carolina Professional Engineer (PE) license or ability to obtain in six months of date of hire.

Preferred:
Professional Traffic Operations Engineer certification; Municipal Administration course completion, Certified Construction Manager, Project Management Professional, Incident Command System (ICS).

From the time of closing, the selection process is anticipated to last 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment drug screen, background check and driving history check.
