The City of Fayetteville is currently recruiting for a Payroll Technician to ensure accurate processing of the City’s payroll by collecting, calculating, and entering data. Updates records and resolves discrepancies; performs reconciliations; prepares and provides periodic reports to outside agencies and answers questions; to perform Accounting Technician duties as needed, such as processing accounts payable, billing, and collection duties; and to provide clerical support to division staff.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Process payroll, including reviewing payroll authorizations for accuracy and completeness, reviewing changes in the payroll system for maintenance purposes, applying overtime, finalizing payroll processes, submitting ACH file to bank for payment, processing hard copy checks, and performing related activities.
- Responsible for processing all special payroll runs, including but not limited to Police clothing allowance (every 6 months), Transit bus rodeo, Firefighter’s Relief Pension disbursement, death benefits and others as necessary.
- Load import file from Kronos into JDE for payroll processing.
- Reconcile and report monthly retirement contributions (employee and employer portions) to ORBIT NC Retirement system and execute payment in a timely manner to avoid penalty and prepare related journal entries to be posted to the general ledger.
- Responsible for executing federal (IRS) and state (NCDOR) tax liability payments each pay period in a timely manner to avoid penalty.
- Ensure all payroll transactions are processed accurately and timely.
- Reconcile all payroll liabilities and submit payments to applicable external agencies, including payroll taxes, wage attachments and garnishments, and benefit premiums; responsible for all related journal entries.
- Perform routine maintenance of payroll, including updating routine information, payment instructions, tax information, wage and garnishments, and changes in employee voluntary payroll deductions.
- Prepare and maintain a variety of files and filing systems; prepare, maintain and update various records; verify and distribute information as requested; photocopy, mail or fax materials as necessary.
- Interpret and explain City payroll policies, procedures and practices to employees, the general public; respond to requests for information from employees, management, outside agencies and the general public.
- Prepare periodic reporting to outside agencies, including the Internal Revenue Service, State of North Carolina, Unemployment Security Commission, Department of Labor and North Carolina Retirement System.
- Assist employees in registering for and resetting access to online paystubs and W-2s.
- Assist Payroll and Liabilities Manager with preparing year-end audit schedules and analysis.
- Responsible for training new department payroll preparers.
- Reconcile weekly cash draws by TPA.
- Prepare and process FMH Authority billings, including the review of payroll data and invoicing and forwarding information to the Authority.
- Examine and monitor procedures for federal, state and local law compliance and make recommendations for process improvement; assist Payroll and Liabilities Manager in developing a Payroll department procedural manual.
- Prepare a variety of memorandums, correspondence, reports, public notices, legal and tax forms and documents as assigned.
MINIMUM QUALIFICATIONS
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Two years of experience performing payroll, accounting, bookkeeping or related work. Experience working with JDE AS400 and Kronos preferred.
Training:
Equivalent to completion of the twelfth grade.
LICENSING & CERTIFICATIONS
Required:
None.
Preferred:
Commissioned by the State of North Carolina as a Notary Public.
From the time of closing, the selection process is anticipated to last 4 - 6 weeks. The process will consist of a panel interview, written exercise and may include clerical tests with the selected candidate being subject to a pre-employment drug screen, background check and driving history check.
