We have one Permit Specialist vacancy which may be filled by a Permit Specialist 1 or Permit Specialist 2 depending on experience of applicants. 

Under the direction of the Office Manager, assist citizens, developers, and business people with issues related to land use codes, permit application completion and other requirements; issue a wide variety of permits for the Building Division; provide information to the public regarding permit requirements; assist in the administration, interpretation and enforcement of land use codes and regulations; assist with land use application completion and permit processing.Review plans and permit documents and other pertinent information at the public counter and electronically in order to verify accuracy, completeness of information; determine permit, plan and process requirements for prospective applicants; review building plans and permit applications for completeness and compliance with established codes, ordinances, policies and procedures.

Process permit applications and plan intake; determine processing needs for projects; use architectural and engineering scales to determine dimensions and calculate area and percentages.

Maintain and update counter procedure manual.

Assist citizens, developers, business people with issues related to land use and basic building codes, permit application completion and other requirements; explain information and collect a variety of data; 

Assist in the administration, interpretation and enforcement of land use codes and regulations; 

Review for zoning code compliance sign, tenant improvement, mechanical, and some single-family residential permits. 

Provide and receive information concerning applications for permits such as land use, building, plumbing, mechanical, demolition, fire and occupancy; review applications for completeness; coordinate approvals of development permits and prepare permits for issuance, including fee calculation, contractor licensing verification and confirmation of all required information. 

Assist with land use application completion and permit processing by developing background information from maps, field surveys and other information.

Plan check sign permit, residential, and tenant improvement applications, and other similar applications; 

Maintain communication with other departments concerning information applicable to building and land use permits.

Provide required monthly reports as needed.

Lead in performance of more complex permit center assignments such as citizen inquiries and complaints.

Train and/or coordinate training of Permit Center staff, as necessary.

Keep supervisors informed regarding workload and/or outstanding issues.

Respond to inquiries from the public by phone, through email and in person; provide information on codes, regulations, and planning processes to officials, citizens, and developers.

Research and advise other Permit Specialists on more complex code issues and more complex permitting projects

Attend regularly scheduled staff meetings.

Review construction plans and specifications for various building permits for compliance to requirements of the checklist for compliance to International Building Codes and City ordinances and zoning requirements.

Recommend amendments to the City permitting and zoning codes and processes, as appropriate.

Review single family residential building permit applications for compliance with zoning regulations; work with applicant if additional information is required, as needed. 

Review sign permit, mechanical, and tenant improvement applications for compliance with zoning requirements.

Handle the calculation of fees and payments through the City's point of sale system, prepares deposits, reconciles monies received daily and process refund requests as needed

Respond to questions at the counter, by email, and over the telephone regarding building permits and land use issues.

Maintain regular, reliable and punctual attendance.Any combination of education and experience equivalent to graduation from high school supplemented by college-level course work in Construction, Urban Planning, Public Administration or related field; three (3) years increasingly responsible experience as a Permit Technician/Specialist at a public counter, plus experience involving interpretation and explanation of land use regulations to the public. 

Licenses and Other Requirements:
  • ICC Permit Tech or Permit Specialist certification is required 
Knowledge of:
  • Principles and practices of providing work direction and training to other staff members.
  • City-zoning ordinances, building codes and specialized regulations related to permit issuance.
  • Federal, State and local statutes, ordinances and codes related to the permit process and building requirements.
  • City government procedures, organization, operations and policies.
  • Applicable laws, codes, regulations, policies, and procedures.
  • Office practices, procedures, and equipment.
  • Interpersonal skills using tact, patience and courtesy. 
  • Oral and written communication skills. 
  • Correct English usage, grammar, spelling, punctuation, and vocabulary.
  • Record-keeping techniques.
  • Permitting software AMANDA, Quadrant, MyBuildingPermit, Bluebeam, architectural and engineering scales, 
  • Telephone techniques and etiquette. 
  • Basic research methods.

  • Read and interpret maps, blueprints, legal descriptions and related documents for proper zoning classifications, setbacks and height restrictions.
  • Analyze, interpret and accurately review construction plans and specifications.
  • Evaluate complex data to prepare clear and concise written and oral reports.
  • Complete work with many interruptions. 
  • Establish and maintain cooperative and effective working relationships with others, including angry and impatient individuals.
  • Communicate effectively both orally and in writing, including explaining detailed information to the public. 
  • Communicate effectively with staff, engineers, architects and contractors.
  • Meet schedules and timelines. 
  • Plan and organize work.
  • Work independently with little direction. 
  • Operate a variety of office equipment, including personal computers and related permitting software.
  • Read, interpret, maps, and blueprints, apply and explain codes, rules, regulations, policies and procedures.
  • Maintain a variety of records, logs, and files.
  • Demonstrated ability to positively and effectively interact with diverse individuals to accomplish a common goal.
  • Physically perform the essential functions of the job.

Environmental Conditions/Physical Effort:
Work is performed in an office and counter environment.  Employees may be subject to extensive public contact and frequent interruptions and exposed to noise from basic office equipment operation.

Salary : $72,324 - $91,584
