Utilities Engineering Manager

DEFINITION

Under general direction of the Utility Director, plans, organizes, coordinates, and directs project management, research, study, design, construction and inspection for the capital improvement maintenance and operation of water, sewer and storm water, Supervisory Control and Data Acquisition (SCADA) system; administers budget for assigned activities; and performs other job-related work as assigned.

DISTINGUISHING CHARACTERISTICS

The job incumbent is expected to work with minimal direct supervision, exercising independent judgment and initiative in a number of complex responsible and sensitive areas. The Utilities Engineering Manager supervises skilled crafts and craft staff directly or through subordinate supervisory staff. This is a mid-management classification responsible for the discrete sub-departmental organizational component(s) and programs/functions involving the management and coordination of the City-wide utilities’ operations and maintenance programs and functions. In addition, the job incumbent has direct responsibilities for overseeing and directing the work of subordinate staff. This position differs from other positions involved in utility operations and maintenance functions in the broader responsibility for developing and implementing programs, systems and procedures. Duties and responsibilities are performed in accordance with the rules, regulations and laws of the regulatory agencies, Federal and State government and the City policies.

ESSENTIAL FUNCTIONS: (Performance of these functions is the reason the job exists. Employee may not be assigned all duties and assigned job tasks/duties are not limited to the essential functions.)

1. Plans, develops, and implements or directs the implementation of goals, objectives, policies and priorities relating to utility operations and maintenance functions relating to water, sewer and storm, water systems, Supervisory Control and Data Acquisition (SCADA).

2. Develops, prepares, and presents technical reports to Federal, State and local regulatory agencies related to potable water, wastewater, sewer and storm water systems.

3. Prepares specialized budgets related to assigned activities; assists in budget implementation; participates in budget forecasts; administers the approved budget.

4. Develops and administers operating and reporting procedures including training schedules; ensures City compliance with Federal, State and local laws and codes relating to safety standards, personnel programs and construction codes.

5. Ensures close coordination with other City departments and affected outside groups.

6. Oversees contract agreements for provision of a variety of repair, maintenance and construction services.

7. Identifies and initiates the needed capital improvement projects; reviews capital improvement plans related to the assigned services and provides input regarding future maintenance activities.

8. Assists with the analysis, preparation, presentation, justification and administration of the Utility’s maintenance and operation budget.

9. Assists in establishing budget guidelines; reviews and approves unit expenditure.

10. Performs special studies and research and prepares recommendations.

11. Participates in recruitment and selection activities; makes recommendations for appointment of new staff; assists with staff orientation and training.

12. Meets and confers with other public agencies, contract providers and City management personnel to resolve problems and coordinates public works operations and maintenance activities.

13. Provides a wide range of technical information regarding unit activities, operations, policies and procedures to representatives of other agencies.

14. Reviews, prepares and presents reports; inspects and evaluates unit and contract operations; performs long range planning studies; reviews and makes recommendations on construction plans and specifications.

15. Supervises staff including provision of timely performance evaluations; recommends and implements approved discipline; selects and trains personnel; provides staff development; maintains high standards necessary for efficient, professional operations.

16. Maintains a variety of technical project files and records.

17. Supervises and maintains a variety of employee training and work safety activities.

18. Prepares highly complex and technical reports; documents policies and procedures; performs research.

19. Make presentations before various groups, including City Council, Commissions, and professional and public meetings, as needed.

20. Answers questions; provides information to the public; recommends corrective actions; investigates, reports, documents and resolves complaints.

21. Builds and maintains respectful, positive working relationships with staff, supervisors, outside agencies and the public using principles of good customer service; provides effective conflict resolution, as needed.

22. Models appropriate professional management conduct; maintains appropriate confidentiality of sensitive information; complies with and supports City policies and procedures, labor laws, and CBA provisions.

23. Attends assigned meetings and training; interacts with outside agencies and commissions; provides leadership for teams, or committees, as needed.

24. Assure staff work in a safe manner; follows safety requirements; monitors and assures compliance with regulations and other legal requirements.

25. Perform related duties as assigned.

QUALIFICATIONS FOR EMPLOYMENT

Knowledge and Abilities:

Knowledge of:

· Principles and practices of municipal utility construction, maintenance and the operation of water, storm, sewer, and electrical systems.

· Principles and practices related to the operation and maintenance of Supervisory Control and Data Acquisition (SCADA) systems.

· Methods, materials, techniques, tools, and equipment employed in municipal utility construction, operation and maintenance programs.

· Principles and practices of supervision, staff selection, training and personnel management. Occupational hazards and standard safety precautions necessary to maintain safe work practices and the environment.

· Federal, State and local regulations and codes relating to municipal utility construction, maintenance and operation.

· Principles and practices of organization and personnel management. Budgeting procedures and techniques.

· Safe work practices and related regulations.

· Principles of public speaking, conflict resolution and excellent customer service.

Ability to:

· Plan, organize, direct and supervise the work of municipal utility maintenance and operations staff, electrical mechanical maintenance staff, and fleet maintenance staff.

· Select, supervise, train and evaluate personnel.

· Prepare, forecast and administer a budget.

· Interpret and apply Federal, State, and local laws and regulations.

· Organize, direct, and coordinate the activities of a large division in a manner conducive to full performance and high morale.

· Delegate authority and responsibility and schedule and program work for diverse public works maintenance activities.

· Coordinate the work of contract staff and maintenance and operations staff, other department staff and agencies concerning major construction projects and capital improvements programs.

· Establish and maintain cooperative working relationships with elective officials, administration, other employees, and the general public.

· Perform job cost analysis and estimates.

· Prepare clear and concise reports; develop policy and procedure recommendations.

· Read and comprehend complex laws and regulations and initiate policies and procedures for their implementation.

· Utilize automated equipment to prepare documents and maintain data related to department operations.

· Make presentations before groups and represent the City in public forums.

· Use computer and needed programs effectively.

· Organize, analyze, manage and implement a variety of programs.

· Establish and maintain respectful, effective and cooperative working relationships with those contacted in the course of work.

· Communicate clearly, concisely, and effectively, orally, electronically and in writing.

· Perform related duties as assigned.

EXPERIENCE:

Four (4) years of increasingly responsible municipal utility maintenance and operations experience, including two years of supervisory responsibilities, which would lead to the acquisition of the required knowledge and abilities of this position.

EDUCATION & TRAINING:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in engineering, chemistry, resource management, electronics, electrical or mechanical engineering, or a closely related field.

LICENSE AND/OR CERTIFICATE

Possess and maintain a valid Nevada Driver’s License in the category necessary to perform essential duties of the position may be required at the time of appointment. Preference will be given to candidates possessing P.E. License, Water Distribution Grade 2 , Water Treatment Grade I and/or Water Distribution Grade IV.

Strength, stamina, and dexterity to sit in vehicles operating on rough roads and rough surfaces for short periods of time each day; walk on uneven or slippery surfaces; perform heavy manual tasks using hand tools such as shovels and picks; perform repetitive motions including use of controls with hands and feet; climb up and down ladders to enter confined spaces and other areas; coordination and dexterity to adjust and make minor repairs to equipment; strength to lift and carry containers and equipment weighing up to 90 pounds; visual acuity sufficient to operate equipment and read gauges in a variety of lighting conditions, including bright light, low light, and low visibility conditions; depth perception sufficient to maneuver equipment and determine position of equipment components; ability to hear changes in operation of motors and other equipment; physically demanding work for continuous and lengthy periods of time.

WORKING CONDITIONS

Work in outdoor and indoor environments with intermittent to frequent exposure each day to unpleasant elements such as vibrations, noise, dust, fumes and odors, dampness, raw sewage, noise levels, or extreme weather conditions including heat, rain, snow, cold and wind, and dust. Potential exposure to dangerous chemicals. Occasional work in confined areas. Work is typically performed independently and may be in isolated geographic areas.

The City of Fernley offers a competitive salary and benefits package. The salary hiring range is $92,324.27—$141,384.53 depending on qualifications and experience.
