Actively supports and upholds the City’s stated mission and values. Under direct supervision of the Customer Service Director, employees of this classification perform professional-level Billing Management including, monitoring, implementing, evaluating, and assuring compliance with generally accepted accounting principles, local, State, and Federal rules and regulations, and other applicable policies and procedures in billing and meter services.   The Billing Manager will assist the Customer Service Director in the implementation of process improvement initiatives within the Customer Service Section.



ADMINISTRATIVE DUTIES

  • Supervisory:  This job has full responsibility for supervision at the program level (hires, directs, schedules, transfers, promotes, rewards, disciplines, and terminates employment).
  • Budgetary:  This job has partial responsibility for budgeting at the program level including formulating and monitoring the billing and meter services area's budget.
  • Strategic Planning:  This job has partial responsibility for strategic planning at the program level including helping to determine how the billing and meter services area can be more productive and efficient in completing work.
  • Policies/Procedures:  This job has full responsibility for policies and procedures (develops, implements, and interprets) at the program level including researching writing, documenting, and implementing policies and procedures.
  • Compliance:  This job has full responsibility at the program level (follows, ensures compliance with, and may enforce) Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
  • Council Communications:  This job has partial responsibility for Council communication at the program level including assisting with development of communications, providing data and input into written communication, and monitoring performance measures.
  • Reporting:  This job has partial responsibility for reporting at the program level including providing ad-hoc and standard reports, and providing research, and explanations for questions.

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Provides excellent customer service to both internal and external customers.
  • Supervises the Billing and Meter Services programs, including municipal billing and miscellaneous billing specialists, and meter services team.
  • Oversees and supports the Meter Services program to assure accurate billing data is collected, timely meter service orders are managed, and works with Customer Service and Collections for service establishment and disconnections.
  • Serves as a subject matter expert for Billing Program, including customer complaint resolution, City Code enforcement, and liaison for other divisions.
  • Ability to collect, review, and analyze billing and meter data from various systems to assure accuracy of rates and services being billed. 
  • Coordinates all aspects of billing process including setting up internal and external customers; input and billing for various departments; solving customer billing issues; account audits, reconciliations, and proper payment posting.
  • Attends Council, commission and community meetings and workshops to represent billing matters, as directed by the Customer Service Director.
  • Supports and participates in city rate studies as related to Municipal Billing and Miscellaneous Accounts Receivable Billings. Supervises the maintenance, confidentiality, and legal retention billing records or files.
  • Works with the Customer Service Director in the development of policies and procedure for the Billing Program.
  • Ensure Billing staff provide accurate and consistent information to the public on procedures, and interpretations of City Code.
  • Other duties as assigned.

MINIMUM REQUIREMENTS

  • Bachelor’s Degree in Public Administration, Business Management, Accountancy, Finance or a related field.
  • Four years of experience in billing procedures, collection methods, heavy public contact (both phone and in person), and/or investigative auditing.
  • Two years of supervisory experience or lead worker experience.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.



DESIRED EXPERIENCE AND TRAINING

  • Professional level experience preferably in a governmental setting.


OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Regular attendance is an essential function of this job to ensure continuity.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)

  • Language Skills:  Ability to read, analyze, and interpret governmental regulations, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.    Ability to effectively present information and answer inquiries from top management, public groups, and/or boards of directors.
  • Mathematical Skills:  Ability to calculate figures and amounts such as discounts, interest, proportions, and percentages.
  • Reasoning Ability:  Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions and deal with several abstract and concrete variables.
  • Ability to direct, supervise, evaluate and train personnel, ensuring high level of service standards are maintained for both internal and external customers in all areas of the Billing Program.
  • Ability to establish and maintain effective working relationships with City of Flagstaff employees, contractors, consultants, auditors, and the general public.
  • Ability to travel for meetings, conferences, and events, as needed.
  • Knowledge of tax codes and enforcement; licensing regulations and procedures; and conflict resolution tactics.
  • Comprehensive knowledge of billing and the ability to effectively train personnel on the administration of those methods.
  • Knowledge of reporting requirements to a wide variety of billing agencies.





PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

  • While performing the duties of this job, the employee is frequently required to use hands to feel, reach with hands and arms, and talk or hear. The employee is regularly required to sit, and occasionally required to stand, walk, climb or balance, stoop, kneel, crouch, or crawl.
  • The employee must occasionally lift and/or move up to 50 pounds.
  • Specific vision requirements for this position include close vision.
  • The noise level in the work environment is usually moderate.

Salary : $71,261 - $106,891
