Administrative Duties





Actively supports and upholds the City's stated mission and values. Performs highly responsible management, administrative, and supervisory duties for the Budget Section.
Under direction of the Management Services Division Director, employees of this class are expected to exercise high degree of independence, initiative, professional, and supervisory skills in management, directing, and administration of the City’s Budget Section. Responsible for the management and oversight of budget program, revenue planning and analysis and supervision of assigned staff. Responsible for project management including budget research and preparation, long range planning, revenue and expenditure analysis, priority-based budgeting program and in general, helping assure that the budget program and staff follow GAAP and GASB standards, principles, and guidelines to ensure accountability and transparency.

ADMINISTRATIVE DUTIES
  • Supervisory: This job full has responsibility for employee supervision (hires, directs, schedules, transfers, promotes, rewards, disciplines, and terminates).
  • Budgetary: This job has full responsibility for the City annual budget process including reviewing, reconciling, and adjusting Division budgets. Incumbents are also responsible for having an in-depth knowledge of 10-year financial plans to allow for better forecasting..
  • Strategic Planning: This job has full responsibility for strategic planning (develops, implements, interprets, and manages long and short-term goals) at the section level.
  • Policies/Procedures: This job has full responsibility for developing and implementing policies and procedures at the section level.
  • Compliance: This job has full responsibility (follows, ensures compliance with, enforces, and interprets) Federal, State, and Local laws, rules, and regulations as well as City policies and procedures at the section level.
  • Council Communications: This job has full responsibility for Council Communications at the section level including representing matters at Council meetings.
  • Reporting: This job has full responsibility for reporting to Federal/State/Local agencies (ensures reporting requirements are met, trains others on reporting requirements and methods, and addresses discrepancies in reporting) at the section level. Preparing the annual budget in accordance with Government Finance Officers Association budget reporting standards.

  • Provides excellent customer service to both internal and external customers.
  • Responsible for operations of the Budget section of the Management Services division.
  • Plans, organizes, and directs the city’s budgeting, long range planning, revenue and expenditure analysis and forecasting.
  • Coordinates and provides supports for user fees and rates development activities of the Budget section.
  • Assists the Management Services Director in the development and implementation of short and long-term plans and goals for the Budget section.
  • Develops, implements, evaluates, and manages the effectiveness of section strategic plans, policies, procedures, and management practices.
  • Prepares and manages the Budget section budget.
  • Has overall supervisory responsibility for the Budget section staff and recommends employee hires, promotions, transfers, discharges, and disciplinary measures to the Management Services Director.
  • Keeps the Management Services Director advised of Budget section matters through written and oral reports.
  • Attends Council, commissions, community meetings and workshops to represent Budget section matters.
  • Prepares and presents various management and financial reports and resolutions to the city council, city officials and city staff.
  • Establishes work priorities and assignments within the Budget section.
  • Attends conferences and other professional meetings to remain current with budgeting related rules and regulations as associated with the section.
  • Writes section policies and training manuals; designs, writes, and produces brochures, visual aids, and other section documents.
  • Research, compiles, and presents technical advice, reports and information related to the Budget section matters to city divisions, the city manager, and the city council.
  • Responsible for the annual budget processes and presentations including Division review, City Manager review, Council review, and final budget documents.
  • Responsible for assuring the city budget and property tax adoptions are compliance with city charter and state regulations.
  • Prepares and reviews analytical and budgetary comparative information for presentation to staff, Council, and the public.
  • Researches and assists in the preparation of complex long-range revenue and expenditure forecasts; develops forecast models and identifies revenue sources necessary to finance capital projects.
  • Research economic indicators, analyzes factors and trends to provide recommendations regarding the City's ability to finance general personnel, operations, and capital improvement projects.
  • Responsible for developing, analyzing, managing, and evaluating the City's budget, including the personnel, operating budget, capital improvement program (CIP), the Priority Based Budgeting software, and the budget management and reporting system.
  • Provides advice and expert technical assistance to divisions by resolving budget problems, providing training in the preparation, presentation, and monitoring of annual budgets.
  • Investigates and resolves budget issues.
  • Reviews and analyzes for completeness and accuracy of prepared budget data.
  • Other duties as assigned.

Qualifications

MINIMUM REQUIREMENTS

  • Bachelor’s degree in finance, accounting, business administration, or related field.
  • Seven years of experience in governmental, general accounting experience and/or forecasting revenue and expenses.
  • Five years of professional supervisory experience.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.


DESIRED EXPERIENCE AND TRAINING

  • Master’s degree in business or public administration.
  • Experience in analytics and forecasting for revenues and expenditures.
  • One year of professional level experience of a progressive, responsible nature in governmental budgeting and/or governmental accounting.

OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona driver’s license.
  • Regular attendance is an essential function of this job to ensure continuity.

  • Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
  • Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to solve problems involving several concrete variables in a systematic way effectively and efficiently.
  • Thorough knowledge of the general principles and practices of municipal budgeting, and various budgeting processes and procedures.
  • Thorough knowledge of administrative practices and supervisory management techniques.
  • Ability to plan, organizes, supervise, and coordinate the work of professional and clerical employees.
  • Demonstrates ability to maintain a high degree of confidentiality, organization, accuracy, and attention to detail.
  • Ability to establish and maintain effective working relationships with City of Flagstaff employees, contractors, consultants, auditors, and the public.
  • Ability to development and implement effective operational processes and practices.
  • Ability to apply generally accepted accounting principles and theory to the municipal budget preparation process.
  • Ability to apply accounting principles and standards at all technical levels.
  • Ability to make independent decisions as they may relate to municipal budget.
  • Ability to plan, organize, assign, supervise, and review the work of budget section staff.
  • Ability to select, train, and evaluate budget staff.
  • Ability to effectively resolve operational and personnel problems.
  • Ability to use good judgment and make difficult independent decisions without direct supervision.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • While performing the duties of this job, the employee is frequently required to sit, use hands to finger/handle/feel, reach with hands and arms, talk, or hear. The employee is regularly required to stand, and walk, and is occasionally required to stoop/kneel/crouch/crawl.
  • The employee must frequently lift and/or move up to 10 pounds, and occasionally required to lift and/or move up to 25 pounds.
  • Vision requirements for this position include close vision and the ability to adjust focus.
  • There are no special working conditions for this position.
  • The noise level in the work environment is usually moderate.
