This role actively supports and upholds the City’s stated mission and values. Tasks performed range from lesser complex equipment operation, unskilled, and semi-skilled manual labor duties to highly skilled equipment operation duties associated with heavy equipment.
 
Duties may include work associated with a variety of construction/maintenance/and repair work involving City streets, easements, rights-of-way, and sidewalks; accurate completion of reports including pre and post trip equipment checklists and maintenance tracking reports; the safe operation of Streets equipment (6/10 wheel trucks, cinder and plow units, front end loaders, patch trucks, and steel wheel rollers); set-up of safe traffic control work zones; striping and signing City maintained streets and rights-of-way (fabrication, installation, repair and maintenance of traffic signs and markings); pavement maintenance and protection (removal, forming, pouring, finishing, and repair of asphalt, concrete, and masonry surfaces [including curb, gutter and sidewalk]); landscape maintenance; and snow and ice operations.
 
Work may be performed under direct supervision to exercising a considerable amount of independence and initiative in performing the responsibilities assigned.  Work generally requires heavy physical exertion and may be performed under adverse weather conditions.

  • Strategic Planning:  This job does not have strategic planning responsibilities but carries out day-to-day activities in order to reach the stated goals and objectives.
  • Policies/Procedures:  This job carries out day-to-day activities in accordance with established policies and procedures.
  • Compliance: This job carries out day-to-day activities in accordance with Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
  • Council Communications:  This job carries out day-to-day activities in accordance with Council’s adopted priorities and direction.
  • Reporting:  This job does not have duties related to reporting to Federal/State/Local agencies.

·         Provides excellent customer service to both internal and external customers.

·         Proficiently performs a variety of construction, maintenance and repair work involving city streets, easements, rights-of-way, curb & gutter, sidewalks & drainage. Safely operates streets equipment (6/10-wheel truck, cinder and plow units, front end loader, and heavy-duty equipment).

·         Safely and efficiently operates more advanced equipment including combination tractor-trailer, transport, motor grader, asphalt paving equipment, water truck and/or advanced striping machinery.

·         Actively aids and supports a training program aimed at promoting acquired skills to other employees.

·         Works independently and provides verbal and written instructions to others. Reads, implements, and completes work orders.

·         Maintains and tracks monthly reports, reviews engineering plans and performs construction walk-throughs.

·         Sets up safe traffic control work zones and applies proficient knowledge of MUTCD typical work zone applications.

·         Applies and enforces proper PPE and safety in work area.

·         Tracks work performed to help establish and meet performance standards.

·         Enters data into worksheets for tracking performance and standards. Prepares monthly reports.

·         Prepares monthly reports and tracks expenditures for developing and meeting performance standards.

·         Reviews and implements engineering plans related to MAG Specifications and City of Flagstaff Engineering Standards.

·         Provides input and participates in budget and planning processes.

·         Maintain City street sign and markings inventory. Order, receive, and stock materials accordingly.

·         Operate a forklift and transport supply truck as needed. 

·         Form, place, and finish concrete products; primarily curb/gutter and sidewalk panel.

·         Participates in snow operations and other Streets Section activities as assigned.

·         Responsible for initiation and follow-up of blue stake measures.

·         Provides training to others in a leadership role and provides mentorship to others in the Streets Section.

·         Work independently regarding and train others regarding fabrication, installation, repair, and maintenance of traffic signs and markings (stop signs, one-way signs, directional signs, street name signs, delineators, markers, symbols, etc.). 

·         Assist Supervisor in recommending and adjusting job instructions to adapt to terrain/materials; determine need and schedule equipment for major maintenance; counsel and advise staff in Streets Section work.

·         Assist direct Supervisor in supervising day-to-day work activities for labor/equipment/materials.

·         Track work performed and train others to track work performed to help establish and meet performance standards.

·         Assist with Cartegraph performance system for assigned section as needed including oversight of computer entry and work report uploads.

·         Other duties as assigned.

MINIMUM REQUIREMENTS
  • High School Diploma or General Equivalency Diploma.
  • One year of experience as a laborer in semi-skilled crafts involved in construction or building trades.
  • One year of equipment operation experience include basic knowledge of policies and procedures associated with equipment operation.
  • Valid Arizona Class B Commercial Driver License with N endorsement (tanker), or ability to obtain one within six-months following date of hire.
 
 
DESIRED EXPERIENCE AND TRAINING
  • Safely and efficiently operates a dump truck, snowplow, loader and heavy-duty truck.
  • A valid Arizona Class A CDL with an N endorsement (tanker).
  • Traffic control training or certifications.
 
 
OTHER REQUIREMENTS
  • Maintains effective working relationships with internal and external customers and co-workers.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Street maintenance operations often require alternating work schedules.  The operator must be flexible to accommodate these work schedules.
  • Actively participates in snow operations and other streets related duties as assigned.
  • All Emergency Service Employees shall maintain their principal residence within the state boundaries of Arizona.  All Emergency Service Employees, except those holding a position in Fire, will arrive at the assigned or emergency work location within one (1) hour from notification to report to duty.
  • Incumbents of this position are subject to pre-employment drug screening, and post-employment random, post-accident, and reasonable suspicion drug/alcohol screening.
  • Must have the ability to be contacted and to respond in a timely manner and be willing and able to perform emergency work on an evening, weekend, and 12-hour shift basis.
 REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)
  • Ability to detect needed repairs and perform operational adjustments on equipment as needed.
  • Basic knowledge of policies and procedures associated with equipment operation.
 
 
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • While performing the duties of this job, the employee is frequently required to stand, walk, use hands to finger/handle/feel, reach with hands and arms, stoop/keel/crouch/crawl, talk or hear. The employee is regularly required to sit, climb or balance, and occasionally required to taste or smell.
  • The employee must frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 100 pounds.
  • Vision requirements for this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. 
  • Working conditions include: frequent exposure to wet or humid conditions, outdoor weather conditions, extreme cold, and extreme heat; regular exposure to work near moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals; and occasional exposure to work in high/precarious places, risk or electrical shock, and vibration.
  • The noise level in the work environment is usually loud.
