Job Description

We are seeking a Public Works Manager to join our team! You will oversee department construction, maintenance and repair activities.

Responsibilities:

  • Creates work schedules and supervises the work of the department and the work of personnel involved in maintenance and repair activities.
  • Inspects city streets and rights-of-way to determine maintenance and repair needs; schedules pothole and sidewalk repairs, mowing and edging, replacement or repair of damaged signs, and cleaning of drainage ditches.
  • Assists the Director of Public Works and Utilities in hiring new department employees; evaluates work; recommends disciplinary and termination actions; assigns work orders and duties; approves annual leave requests.
  • Assists in developing the department’s budget based on an analysis of projected needs and resources; prepares purchase orders and requisitions for equipment, supplies, and materials.
  • Responds to public complaints about city streets, ditches, and rights-of-way; meets with elected city officials and the general public on department matters.
  • Supervises the department’s equipment and vehicles service and maintenance program.
  • Implements policies and procedures as directed by the Director of Public Works and Utilities.
  • Ensures department personnel and operations meet safety and city policy requirements.
  • Assists Public Works and Utilities Director in selecting and requisitioning materials, equipment, and hardware used by the department.
  • Inspects work to ensure accuracy, timeliness, and thoroughness.
  • Notifies the 911 Center whenever roadblocks are required to perform street repair or maintenance work.
  • Works with the Director of Public Works and Utilities in planning and scheduling work projects.
  • Operates department equipment such as a backhoe, dump truck, motor grader, bush hog, chipper, and handheld tools.
  • Participates in street repair and maintenance activities when necessary.
  • Assists Director of Public Works and Utilities in overseeing water distributions.
  • Assists Director of Public Works and Utilities in overseeing sewer collections.
  • Totals timecards; maintains records of vacation, holiday, and sick leave time for all subordinate employees.
  • Participates in regular, shared on-call duties with the Director of Public Works & Utilities and the Public Works Foreman/Inspector.
  • Performs related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of the techniques, equipment, and supplies used in street repair and maintenance.
  • Knowledge of city safety policies and procedures.
  • Knowledge of federal, state, and local laws relevant to department operations.
  • Knowledge of the geography of the city, including road and street names and locations.
  • Knowledge of city policies and procedures.
  • Knowledge of the operation and preventive maintenance of a variety of light and heavy equipment.
  • Skill in supervision and management.
  • Skill in developing work schedules and plans.
  • Skill in interpersonal relations.
  • Skill in oral and written communications.

SUPERVISORY CONTROLS:

The Director of Public Works and Utilities assigns work in terms of very general instructions. The Director spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES:

Guidelines include relevant state and federal laws, city ordinances, traffic laws, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

COMPLEXITY/SCOPE OF WORK:

  • The work consists of varied planning, administrative, and supervisory duties. The variety of projects and inclement weather contribute to the complexity of the work.
  • The purpose of this position is to manage the overall operation of the department. Success in this position helps ensure the effective and efficient operation of the department and enhances the image of city government.

CONTACTS:

  • Contacts are typically with co-workers, other city employees, contractors, and the general public.
  • Contacts are typically to exchange information, motivate personnel, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT:

  • The work is typically performed while sitting, standing, bending, crouching, or walking. The incumbent frequently lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.
  • The work is typically performed in an office and outdoors, where the employee is exposed to dust, dirt, grease, noise, machinery with moving parts, and occasional inclement weather. The work may require the use of protective devices such as masks, goggles, or gloves. This position may be exposed to dangerous work-site conditions.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:

This position has direct supervision over Foreman/Inspector (1), Senior Maintenance Worker (2), Maintenance Worker (4), and Corrections Officer Supervisor (1), Corrections Officer (1).

QUALIFICATIONS:

  • Knowledge and level competency commonly associated with the completion of specialized training in the occupation field, in addition to skills typically associated with a high school education.
  • Experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with five to seven years of experience or service.
