The Folsom Environmental and Water Resources Department is currently recruiting for one (1) Utility Manager to help lead the water and wastewater operations of the department. The incumbent should have a strong background in water / wastewater management and / or civil engineering as well as strong supervisory skills, along with the ability to oversee multiple teams.
The Utility Manager oversees the management and direction of the operations of the Environmental & Water Resources (EWR) department. Under general direction from the Environmental & Water Resources Director, the Utility Manager manages the activities of the EWR divisions including : sewer collection, water treatment, water distribution, utility maintenance, meters, water conservation, engineering and administration activities. The Utility Manager plans, initiates, organizes, manages, and evaluates division goals, objectives, budgets, personnel issues and policies; develops overall priorities and plans and resolves issues; provides leadership and direction to division staff; directs the administration of the respective division or unit; and may assume management of other divisions / units when so directed.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Environmental & Water Resources Director. Exercises direct and indirect supervision over management, supervisory, professional, technical and / or clerical personnel.

Examples of Essential Duties

- Plan, organize and direct activities of the divisions within the department related to operations, maintenance, design and construction of utility infrastructure, including the Capital Improvement Program.
- Interpret specifications and City policy; apply relevant codes, ordinances, rules, and regulations.
- Assist in developing department goals and objectives; lead the development of and implementation of policies and procedures.
- Manage the review of plans and specifications for water and wastewater infrastructure projects.
- Direct and oversee capital improvement or enterprise projects for assigned operations, relative to scope, complexity and cost implications, reviewing significant issues with stakeholders, consultants and project leaders.
- Coordinate the planning, design and construction of development projects for EWR with landowners, other departments, design and construction teams and EWR staff ensuring standards are met for current and future operational needs.
- Oversee the preparation of the budgets for all operational areas and capital improvement projects; manage the budget implementation coordinating with each division; participate in the forecast of additional funds needed for staffing, equipment, materials supplies, consultants, and projects.
- Monitor and administer budgets for all divisions ensuring prudent financial management of resources; assist in monitoring rates and recommend rate adjustments to meet business demands.
- Assist the EWR Director or serve as staff to the City Council, Utilities Commission, and / or other commissions or committees on utility matters, as assigned.
- Assist the EWR Director with developing long-term planning and policies for regulatory compliance, system reliability and redundancy, development projections, and master planning. Review and make recommendations on technical reports and studies.
- Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
- Coordinate utility activities with other agencies or other city departments, divisions and sections and outside agencies.
- Represent the City before other agency governing boards.
- May act as EWR Director in the Director's absence.
- Perform related duties as assigned.

A bachelor's degree in business or public administration, management, civil engineering or a closely related field from an accredited college or university.
Experience :
Ten (10) years of increasingly responsible professional experience in sewer and water operations, or civil engineering design and construction, including eight (8) years in a management level position, and including five (5) years of supervisory experience.
