The Folsom Public Works Department is currently recruiting for one (1) Solid Waste Manager to lead the Solid Waste division This is an exempt position, represented by the Folsom Middle Management Group (FMMG) union.
Under the general direction of the General Services Manager, the Solid Waste Manager will manage, direct, and coordinate the activities of the Solid Waste Division of the Public Works Department; plan, organize, administer, implement, and evaluate division goals, objectives, and policies; work closely with the General Services Manager to develop key priorities and develop plans and address any issues that arise; provide leadership and direction to division staff; direct the administration of the divisions or units; assume management of other divisions/units when so directed; coordinate Solid Waste activities with other divisions and departments.
SUPERVISION EXERCISED
Exercise direct and indirect supervision over lower level managerial, professional, technical, and/or clerical personnel.
DISTINGUISHING CHARACTERISTICS
The Solid Waste Manager is distinguished from the Solid Waste Operations Supervisor in that the former has greater responsibility for the full range of managerial tasks. Incumbents in the Solid Waste Manager position spend the preponderance of time on planning and budget activities and have oversight and responsibility for assigned work and day-to-day field operations. The Solid Waste Manager may delegate or authorize assigned work to the Supervisor or lower-level classifications.
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed.
- Develop, direct, maintain, and control purchasing, and inventory management activities related to waste collection equipment inventory.
- Plan, direct, supervise and provide technical assistance to staff engaged in waste and recycling collection activities, including clerical staff.
- Assign work, make hiring decisions, supervise, train, counsel, discipline, and evaluate performance of subordinate staff.
- Ensure that assigned operations adhere to health and safety regulations and requirements, conduct equipment inspection for appropriate and safe operation.
- Develop and implement training including procedures for inspection and maintenance of vehicles, safe operation of Division equipment, paperwork completion, and other policies and procedures.
- Coordinate with the Fleet Manager to schedule preventative maintenance and vehicle replacement; assist with the development of vehicle specifications based on operational need.
- Monitor legislation, determine operational impacts, and ensure division compliance with laws, regulations, statutes, and codes related to waste collection, diversion, and hazardous materials.
- Plan, develop, and implement new methods and procedures designed to improve operations, minimize operating costs, and effect greater utilization of labor and materials.
- Develop, recommend, implement, and oversee policies and procedures regarding Division activities; interpret and apply laws, work rules, MOU's, and regulations that affect Division operations.
- Monitor staff workflow: coordinate collection activities to ensure alignment with Division mission and goals; review and evaluate work products, methods, and procedures.
- Establish and monitor performance measures in regard to operational activities such as daily workload, attendance, equipment and fuel usage.
- Assist with planning, developing, and establishing long- and short-term Division goals and objectives.
- Coordinate with Community Development to establish specifications and review plans.
- Recommend and administer program budgets, monitor costs and fees and implement methods to reduce operational costs.
- Respond to sensitive complaints, concerns, and questions from the public; respond to media inquiries.
- Prepare and manage division procurement; request for proposals for division services, which includes soliciting suppliers, reviewing proposals, making selection recommendations, negotiating contract terms, preparing staff reports, and contract administration.
- Perform special projects, technical studies, business correspondence, and reports.
- Coordinate with insurance adjustors on solid waste collection claims.
- Prepare and analyze reports and studies.
- Represent the division and department to external agencies and organizations; participate in community and professional groups and committees beyond the organization; provide technical assistance as necessary.
- May act in the absence of the General Services Manager.
- Perform related duties as assigned.

Education:
A bachelor's degree in business or public administration, engineering, environmental science or a closely related field from an accredited college or university.
Experience:
Four (4) years of increasingly responsible full-time experience in solid waste management.
Substitution:
Additional qualifying experience, including coursework or advanced certification in solid waste management, may substitute the required education on a year-for-year basis.
Preferred Qualifications:
Commercial driving experience and possession of a California Class B driver license.
License, Certification, Registration Requirements:
Possession of, or the ability to obtain and retain, a California Class C driver license by the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
