JOB SUMMARY

The purpose of this classification is to manage the City’s tax collection operations. This role ensures compliance with local, and state tax laws, maintains tax databases, and coordinates efforts to collect residential and commercial property taxes. The ideal candidate will have an analytical mindset, strong critical thinking skills, and a commitment to providing excellent customer service to taxpayers.

ESSENTIAL JOB FUNCTIONS

Tax Collection & Financial Processing

  • Manage and oversee the City’s tax office and collection systems.
  • Process and mail tax bills, receive payments, and maintain accurate tax records.
  • Investigate and resolve discrepancies in tax collection and financial records.
  • Administer business license applications, review compliance requirements, and process payments.
  • Manage delinquent tax collections, prepare notices, and research overdue accounts.
  • Process homestead exemption applications, ownership changes, and property liens.

Compliance & Quality Control

  • Ensure tax collection processes align with City and State regulations.
  • Develop and implement quality control measures for accuracy and compliance.
  • Monitor tax assessments and process necessary adjustments.
  • Collaborate with auditors by providing records, reports, and documentation.
  • Data Analysis & Reporting

  • Prepare financial reports, including tax collection summaries and revenue projections.
  • Conduct statistical analyses to assess tax collection performance.
  • Maintain financial databases and reconcile accounts related to tax revenues.
  • Customer Service & Public Interaction

  • Provide clear and courteous assistance to taxpayers, mortgage companies, and financial institutions.
  • Address inquiries and resolve tax-related issues for residents and businesses.
  • Assist customers with completing required tax and financial documentation.
  • Collaboration & Administrative Support

  • Coordinate with internal departments, tax service providers, and external agencies.
  • Maintain organized financial records and ensure confidentiality of sensitive data.
  • Assist with processing payroll, accounts payable, and general financial transactions as needed.
  • Attend City Council meetings and provide tax-related updates or reports.
  • Performs other related duties as required.
  • Required Knowledge, Skills, and Abilities

  • Strong knowledge of state and local tax laws, codes, and regulations.
  • Experience with real and personal property tax collection processes.
  • Proficiency in financial reporting, accounting principles, and statistical analysis.
  • Ability to work both independently and collaboratively in a fast-paced environment.
  • Strong customer service skills with the ability to interact professionally with diverse populations.
  • Excellent verbal and written communication skills.
  • MINIMUM QUALIFICATIONS

    Education and Experience :

    A bachelor’s degree in business administration, Accounting, Finance, or a related field is required for this position. Candidates should have at least five (5) years of experience in tax collection, accounting, financial reporting, or a related area. This experience should demonstrate a strong understanding of fiscal management, tax regulations, and compliance requirements. An equivalent combination of education and experience may be considered, provided the candidate possesses the necessary skills and expertise to perform the essential functions of the role effectively.

    Special Qualifications :

    May be required to possess and maintain a valid State of Georgia Notary Public certification.

  • Ability to review, classify, categorize, prioritize, and / or analyze data; ability to exercise discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.
  • Ability to provide guidance, assistance, and / or interpretation to others regarding the application of procedures and standards to specific situations.
  • Ability to operate, maneuver, and / or control the actions of equipment, machinery, tools, and / or materials used in performing essential functions.
  • Ability to utilize a wide variety of references, descriptive, and / or advisory data and information.
  • Ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fraction; ability to interpret graphs.
  • Ability to apply principles of rational systems; ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form; ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Ability to exercise judgment, decisiveness, and creativity in situations involving the evaluation of information against measurable or verifiable criteria.
  • PHYSICAL DEMANDS

    This position primarily involves light physical demands, requiring the ability to exert up to twenty pounds of force occasionally and up to ten pounds frequently. Employees may need to lift, carry, push, pull, or move objects as part of daily tasks.

  • Hearing : The role requires the ability to perceive sounds at normal speaking levels, with or without correction, to effectively communicate and understand detailed oral instructions.
  • Mental Acuity : Strong analytical and critical thinking skills are necessary to make sound decisions using logical reasoning and deductive processes.
  • Repetitive Motion : Regular use of hands, wrists, and fingers for typing, data entry, and operating office equipment.
  • Speaking : Clear verbal communication is essential for conveying instructions, exchanging information, and interacting with colleagues and the public.
  • Visual Acuity : Close visual focus is required for tasks such as reading, analyzing financial data, transcribing, and prolonged computer use.
  • WORK ENVIRONMENT

    This position is primarily office-based and requires prolonged periods of sitting, frequent computer use, and occasional standing or walking. The work environment may involve interactions with distressed or irate individuals, requiring professionalism and patience in handling inquiries or concerns.
